Purpose

Purpose

The Domestic Partner Registry of the City of Kansas City, Mo., is a means by which unmarried couples in a mutual support, caring and commitment may document their relationship.

 

Definition

Domestic partners are defined as two adults who share the same principal residence and are jointly responsible for the basic necessities of life. The basic necessities of life means the cost of basic food, shelter and any other expenses. The individuals do not need to contribute equally to the cost of expenses, so long as they are both responsible for the cost. At least two of the joint expenses in the following list must apply to the couple:

Common ownership of real property or a common leasehold interest in such property
Power of attorney for health care decisions
Joint bank account or a joint credit account
Common ownership of a motor vehicle
Designation as a beneficiary for life insurance or retirement benefits or under the partner’s will
Such other proof to establish financial interdependency under the circumstances of their particular case as considered to be sufficient

Domestic partners also must affirm they meet the following criteria:

Are not related by blood to a degree of closeness that would prohibit legal marriage
Are both at least 18 years of age
Have resided together for a period of at least one year and intend to do so permanently
Are not legally married
Are responsible for each other’s common welfare
Are each other’s sole domestic partner
Were mentally competent to consent to contract when the domestic partnership began

 

Registration

To register as a domestic partnership, both members of the couple must come to the City Clerk’s Office at 414 E. 12th St., 25th floor of City Hall in Kansas City, Mo., to complete the affidavit. Proper identification is required to notarize the affidavit.

 

Copies

To request a duplicate copy of your affidavit of Domestic Partner Registration please contact the City Clerk’s Office at (816) 513-3360.

 

Termination

If one or both partners wish to terminate the domestic partnership, at least one member of the couple must come to the City Clerk’s Office to complete an affidavit of termination.

 

Change of Information

To report a change in the Domestic Partnership Registration, please contact the City Clerk’s Office at (816) 513-3360.

 

Missouri Sunshine Law

The Domestic Partnership Registry is public information, subject to Missouri’s Sunshine Law. (Public Records -- 610.010, 610.023, 610.024)

Unless otherwise provided by law, records of a public governmental body are open and available to the public for inspection and copying. The governmental body may charge a reasonable fee for providing access or copies of public records. The fee should not exceed actual cost of the document search and duplication. Upon request, the governmental body shall certify in writing that the cost does not exceed that body's actual cost.
