Purpose
Council
Vacancy: If a City Councilmember resigns how is the seat filled?
According
to the City Charter section 6.3 any vacancy occurring in the council, including
the office of the mayor, which shall occur on or after the tenth day of October
of the third year during any term, shall be filled for the unexpired term
by a majority vote of the remaining members. A member chosen to fill a vacancy,
must reside in the district in which the vacancy occurs.
What process will the Council use to select the member?
The
Mayor is recommending a process to select an individual to represent the 4th
Council District for the remainder of the term ending April 10, 2007.
Applications
for persons interested in the position will be available beginning at 8:00
am on Tuesday, January 17th. Click here to download

in person at the City Clerk's Office, 414 E. 12th Street on the 25th floor.
Applicants
should file the long form of the
Missouri Ethics Commission Financial Disclosure with the City Clerk and with
the Ethics
Commission by no later than February 8, 2006.
The deadline for submitting
applications electronically or in person to the Clerk will be at 5:00 pm,
Wednesday, January 25th. The City Clerk’s Office is located at 414 E.
12th Street on the 25th floor in downtown Kansas City. Emailed applications

A special meeting of the
Council will be convened at 4:00 pm, on Tuesday, January 31 in the 10th floor
committee room. At that meeting the Council will narrow the field of candidates
to three persons.
On Thursday, February
2 at 1:00 pm the Council will convene a Business Session to interview the
three finalists George Blackwood
Jan Marcason Janice Ellis.
The council vote resulted in a tie Blackwood 6, Ellis 6.
On Thursday, February
23rd the Council voted unanimously to appoint George Blackwood to fill the
4th District Council seat. The Council will put forth this recommendation
in the form of an ordinance on March 2, 2006.
