Larry Stice, City Plainning, explained that the ordinance and its companion 050737 dealt with the rezoning and Coummunity Unit Plan for a project near I435 and N. Woodland. It would involve approximately 184 acres of land and consist of 400 single family units. There would be 70 acres of green space with a pond for detention the completion date is estimated to be in the 2007. Mike Fowler, Fowlers Engineering was present and available for questions from the committee.

Larry Stice, City Planning,testified that the following ordinances 050750 and 050751 all deal with the Gashland Area Plan near N. Oak TWY and N. Woodland Ave. This resolution is to amend the plan to recommend office commercial use instead of low density residential. The following two ordinances are for the purpose of rezoning 2,000 feet of land within the plan.

Travis Kiefer, Public Works,testified regarding the conversion of and existing building to condos. The would be 8 units that would be known as Madison Heights. There was discussion to determine that location. Joy Hayes, Polsinnelli, was present to represent the developer. Marshall Bount is the developer for the project.

Travis Kiefer, Public Works, stated that this ordinance was for the plat McCollom Home. It is for a single family residents and the owner was present along with his attorney Eric Moore. There is no opposition to the project as it would only effect the home owner.

Estimating revenue in the amount of $13,233.00 in the General Fund and appropriating it to the Historic Preservation Fund Grant account of the General Fund.

Brian Pitts, City Planning, testified that the ordinance was to accept funds in the amount of $13,236.00 in the General Fund and to appropriate it to the Historic Presevation Fund Grant account for the Musician Union. The Union has been registered as a historic site and the funds would be used to preserve and maintain the Union. The Committee was pleased that outside funding was helping to maintain and preserve the site that is so much a part of Kansas City rich Jazz history and that this site and other will become a destination for citizens and vistors alike as 18th & Vine and the surrounding area are improved.

Authorizing the Director of the Department of City Development to enter into an agreement with the U.S. Army Corps of Engineers, Kansas City District to fund one staff member to support the City Brownfields Program; and accepting $50,000.00 of additional in-kind staff support services for the City Brownfields Program from the Corps through funds provided by the U.S. Environmental Protection Agency.

Andy Bracker, Brownfields Funding, he said that there had been a tentative agreement with US Army Corps of Engineers to fund one staff member to support the City Brownfields Program. The Committee expressed excitement at having the support of additional staff without added expense to the City. The congratulated Mr. Bracker on the great job that he is doing finding creative ways to begin in additional funding to the City.
