Staff testified regarding the preliminary plat of Oakhill Village. This ordinance would allow for the creation of 44 single family lots. The following neighborhood associations and school districts have been notified: Northland Neighborhoods Inc., KCI Neighborhood and North Kansas City School District. The applicant held a neighborhood meeting and there appeared to be no opponents to the project. Staff recommends approval of the project with conditions. Mr. Fairfield asked if the issue of drainage had been addressed. Staff stated that the drainage issue has been addressed by Aylett Flowers Survey and Engineering, representing the applicant. He stated that the drainage would be redirected in an easterly direction and believes that it would not be a problem for the project.

Patricia Jensen of White, Goss, (representing the developer) explained the nature of the project and asked that all the related ordinance be advance to the full council.

Approving the sale of property at 2002 Park Avenue and authorizing the Director of Finance to execute a deed therefore; estimating revenue in the amount of $400.00 in the General Fund; and directing the City Clerk to file certain documents with the appropriate offices.

Edgar Jordan, City Development, stated that the ordinance requested that the City declares 2002 Park Ave. in excess to the the City's needs and authorizes the sale of surpus property. Additionally the ordinance would authorize the Director of Finance to execute a special warranty deed, conveyng the property to Housing and Economic Development Financial Corporation a non profit Missouri Corporation. The lot contains approximately 3400 square feet. All departments were polled and no interwst was indiciated. Bids were taken July 22, 2003 at 2:00 p.m. and the successful bidder was Housing and Economic Development a Missouri non profit corpation for the amount of $400.00. The sale of the property will eliminate maintenance of the property and put it back on the tax rolls.

Land Trust of Jackson County can convey property for less than two thirds of the appriased value with consent of two of three entities, Jackson County, Kansas City School District or the City of Kansas City Missouri. The ordinance returns property back to tax rolls and promotes revitalization in neighborhoods.
