Declaring an area of about 520 acres generally bounded by Blue Ridge Boulevard on the north, the Missouri Pacific Railroad on the south, the Big Blue River on the east and a line parallel to and 1/8 mile west of Wyandotte Street on the west, as a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Land Clearance for Redevelopment Authority law and approving the Martin City Neighborhood Urban Renewal Plan. Larry Stice, City Planning, testified on behalf of this ordinance. Missy Wilson, EDC, gave a brief overview of the particulars of this plan. Barb Engle, Martin City CID, and Pat Sterrett, Sterrett Urban, were present to answer questions from the committee. This ordinance will offer Chapter 99 incentives for the rehabilitation and new construction of residential, commercial and mixed-use structures and approve the Martin City Urban Renewal Plan.

John Ekardt, City Planning, testified on behalf of this ordinance. Deb Ridgeway, Bike and Ped coordinator, was present to answer questions from the committee. This ordinance allows for the continued infill construction of an existing mostly vacant industrial/commercial area between 3rd Street on the north, about 100 feet east of Gillis Street on the east, 5th Street on the south and Cherry Street on the west. Terry Wolfe, Asst to Councilwoman Herman, testifed in opposition to the Back-In angle parking portion of this plan. Leonard Graham, Taliferro & Brown, testified in opposition to the Back-In angle parking portion of this plan. Kite Singleton, Columbus Park developer, Greg Rokos, Public Works, was present to answer questions Eric Rogers, Bicycle Advisory Committee, testified in support of staff recommendations. Laurie Chipman, 4119 Campbell, testified in support of staff recommendations Jim Hawkey, 413 Jackson, testified in support of staff recommendations.
