This ordinance will allow the Director of Public Works to execute a public infrastructure funding agreement with the Tax Increment Financing Commission (TIFC) for the construction of street improvements to Barry Road beginning at the west right of way of Interstate 29 and continuing approximately 300 linear feet east of the intersection with Ambassador Drive.

Councilwoman Cindy Circo, testified in support of this resolution. David Warm, Mid-America Regional Council, and Dean Cotendal, University of Missouri at Kansas City, explained the Green Impact Zone initiative and distributed a packet with detailed information to the committee (copy is on file in the City Clerk's Office). Mr. Warm and Mr. Cotendal answered questions from the committee. No public testimony.

Amending Second Committee Substitute for Ordinance No. 090127, passed February 19, 2009, by repealing and reenacting Sections 1 and 3 thereof for the purpose of revising the list of projects to be considered for any future funding that might be available to the City through the American Recovery and Reinvestment Act of 2009 under the Surface Transportation Program, and establishing the City’s policy on reallocating funds for projects that receive federal funding.

Patrick Klein, Budget and Management Office, testified on behalf of this ordinance. Cecilia Abbott, Law Department, explained the changes to the ordinance in the committee substitute. Councilwoman Melba Curls testified about the projects to be put back on the list. The committee discussed clarification of language with the committee substitute. Greg Williams, City Manager's Office, was asked to clarify the maintenance of effort provision in the American Recovery and Reinvestment Act. Mr. Williams concurred with the Councilman Johnson that the money would be put back into projects of the same type. Councilwoman Cindy Circo stated that the intent and purpose was put freed up dollars to use for similar projects. No public testimony. This ordinance establishes the City's policy on reallocating funds for projects that receive federal funding under the American Recovery and Reinvestment Act.
