Pete Fullerton, Aviation Department, gave the staff report for this ordinance. This ordinance authorizes a 3 year lease with the United States Government – General Service Administration at the Kansas City International Airport. This is a 5000 sqf of leasable space and the annual rate is $246, 403.34 .This lease can be increased from 3 years to 5 years with renewal option once the new terminal is completed.

The debt service will be $61 million spread out over 15 years making it $4 million per year at 3.4% federal tax rate.

Authorizing the Director of General Services to execute a five-year lease agreement with two five-year options for renewal with SAVE, Inc., a Missouri Nonprofit Corporation, for the purpose of parking at 3116 Campbell Street, and portions of City owned lots on either side of the abutting alley.

Vanessa Williams, General Services, gave the staff report for this ordinance. This ordinance authorizes the Director of General Services to execute a five-year lease agreement with two five-year options for renewal with SAVE, Inc, a Missouri Nonprofit Corporation. This company will extend the parking lot and provide maintenance which includes snow removal and security to the property. This is a program to provide housing for the homeless.

This ordinance appropriates $1,086,964.00 from the Unappropriated Fund Balance in the Convention and Sports Complex Fund. This is for design, repair, maintenance and construction of public improvement for the Municipal Auditorium and Conference Center roofs at the Convention and Entertainment facilities the life expectancy for this facilities is approximately 25 years and it has been 30 years since the last replacement.

This ordinance authorizes the Manager of Procurement Services to execute a one-year contract with DLT Solutions, LLC for Oracle/PeopleSoft maintenance and other services. There is a $ 1 million expenditure to make upgrades. This is expected to be completed by July 16th 2018.

Amending Article XV of the Administrative Code of Kansas City, Missouri, related to the Code of Ethics, by repealing Sections 2-2030, and 2-2062 and enacting in lieu thereof sections of like number which requires reporting gifts of over fifty dollars, and requires the mayor pro tem to communicate a report of councilmembers’ travel on a monthly basis to the city clerk, and enacts a new Section 2-2112, requiring the Ethics Commission to review the Code of Ethics and recommend changes on a biennial basis.

This ordinance amends Section 2-1394, Code of Ordinances, for “Multiple employer self-insured health plan” to provide planning and preparation for the expansion of the Healthcare Trust to approach other jurisdictions and seek interest on becoming partners for the trust, it is required 3 initial entities in order to develop a small time employee.

 1.Staff from the City Auditor’s Office and General Services will present an ARTS report for the Municipal Court Docketing System Security Audit.
 
 Dough Jones, City Auditors Office, gave the staff presentation for this report. This report reviews the security control for the docketing system for the Municipal Court due to the sensitive information that contains court records and it can result in disrupt of the system as well as unauthorized access, use, disclosure modification or destruction of system data.
 
 2.Staff from the City Auditor’s Office and General Services will present an ARTS report for the Mobile Devices Security Risks Audit.
 
 Dough Jones, City Auditor's Office, gave the staff presentation for this report. This report shows the evaluation and security practices for smart phones and tablets used for City Business, and can expose the City to new security risks, such as downloading malware to the City's devices and Networks and expose personal identifiable information.
 
 3.Staff from the City Auditors’ Office will present a Scope Statement: Public Investment in Parking Structures.
 
 Dough Jones and Jonathan Lecuyer, City Auditor's Office, gave the staff presentation for this report. This report present and Auditor's examine for Public Investment throughout the greater Downtown area resulting in 7,800 parking spaces controlled by the City. KCPD is responsible to reinforce parking regulations. The City has adopted ordinances, resolutions and policies to guide an overall transportation strategy for Downtown.
