Authorizing the City Manager to execute a Memorandum of Understanding between the City of Kansas City, Missouri, the City of Riverside, Missouri, and Platte County, Missouri, for the planning, development, and management of the Line Creek Trail; approving the Memorandum of Understanding in substantial form; and directing the City Manager to prepare any necessary agreements and ordinances for implementation of the Memorandum of Understanding so construction can begin in 30 days.

Authorizing the City Manager to execute a development agreement with Beacon Hill Student Housing Developers, L.C. for the development of up to 250 units of student housing and related facilities including a 200 space parking garage as well as provisions for the assemblage of the necessary land and a long-term ground leasing agreement for the land; and authorizing submission of the development agreement and this Ordinance to the U.S. Department of Housing and Urban Development (“HUD”).

 Discussion on the Economic Development Presentation for the Council Strategic Planning Session. Pete Fullerton, EDC, and Karrie Tyndal, City Manager's Office, had a conversation with the committee. They went over their approach for the Council Strategic Planning Session scheduled for 05/11/12 from noon to 1 pm. There will be discussion of Economic Development Priorities. There was no discussion of Economic Development Priorities. There may be general discussion regarding current Planning, Zoning and Economic Development issues. There was no general discussion. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee.
