Authorizing a Second Amendment to Property Management Contract with HOMKOR of Missouri, Inc., for continued property management services for the Kansas City Assessment Triage Center, by extending the term of services by eight months to December 31, 2018, continuing the monthly management fee to $2,800.00 per month, plus reimbursement of certain maintenance costs, pending the solicitation of bids for the maintenance work on a competitive basis; directing the City Manager to identify alternative sources for future funding of the maintenance expenses; reducing $100,000.00 in the Health Levy Fund for KC-ATC-Hospitals and appropriating $275,000.00 from the Unappropriated Fund Balance of the Health Levy Fund for KC-ATC; and authorizing the Director of General Services to expend $275,000.00 for the management fee and reimbursement of maintenance costs; and designate requisitioning authority. The appropriation portions of the ordinance become effective May 1, 2018, but all other provisions shall recognize an accelerated effective date.

Ernest Ross, General Services. gave the staff presentation for this ordinance. This ordinance authorizes a Second Amendment to Property Management Contract with Homkor of Missouri, Inc. This is for continued property management services for the Kansas City Assessment Triage Center, and extends the term of services by eight months to December 31, 2018, and continue with the monthly management fee to $2,800.00 per month. This is an attempt to avoid interruptions in the triage center and work with the goal during that time frame to continue the work with the procurement office.

RESOLUTION - Directing the City Manager to retain the City’s financial policy with respect to the Pavement Condition Index of the roadway system, expressing the City’s intent to retain a condition level at an overall value of not less than “60” for its roadway system, to continue evaluating and rating all segments of pavement over a three-year period in order to comply with the accounting standards established by the Governmental Accounting Standards Board and utilized in the City’s Comprehensive Annual Financial Report, and to reaffirm the City’s commitment to implement its comprehensive approach to street improvement, maintenance, and resurfacing in order to provide a level of service the traveling public reasonably expects.

Eric Clevenger Finance Department and Jeff Martin, Public Works, gave the staff report for this ordinance. This ordinance Directs the City Manager to revise the Pavement Condition Index of the roadway system to establish the City’s intent to retain a condition level at an overall value of not less than “40” for its roadway system and to continue evaluating and rating all segments of pavement over a three-year period. it also have the option to record the infrastructure assets in this case roadway assets.

RESOLUTION - Directing the Director of General Services to use the $730,000.00 in the 2017-2018 Supplemental Budget Appropriation designated for the American Jazz Museum (AJM) for specified purposes and to hold the remainder of the funds until AJM reports to the Council’s Finance and Governance Committee its progress on implementing the Museum Management Consultant’s recommendation to refresh AJM’s staff and Board leadership as set forth in the Organizational Assessment Report

RESOLUTION - Directing the City Manager to amend the American Jazz Museum (AJM) 2017-18 Fiscal Year contract with funds from the $730,000.00 in the 2017-2018 Supplemental Budget Appropriation designated for AJM; directing the City Manager to delay execution of the Fiscal Year 2018-19 AJM contract renewal until after the Board refreshes AJM’s staff and Board leadership by May 15th as recommended in the Organizational Assessment; directing the City Auditor to use the City Auditor’s Office Audit Report Tracking System process to monitor AJM’s refreshed board of directors implementation of the recommendations; authorizing the City Manager to provide AJM with an Interim Executive Director; and directing the City Manager report back to Finance and Governance Committee by May 16th.

Anita Maltbia, Director of AJM ( American Jazz Museum), gave the staff presentation for this Sub. this substitute ordinance Directs the City Manager to amend the (AJM) 2017-18 Fiscal Year contract with funds from the $730,000.00 in the 2017-2018 supplemental budget appropriation designated for AJM ( American Jazz Museum ).It also directs the City Manager to undertake an organizational assessment, and report those finances back to the council for the cost of all assets of the AJM museum.
