Virginia Walsh, City Planning, testified that the ordinance would amend a area plan for the Critterton Center. It would change the plan use from a hospital etc. to use for a church that has brought a portion of the property. There would be a 6500 sq. ft. church and related buildings. Oliver Harris, Concord Fortess of Faith Church, Project Manager, stated that he had been working closely with staff to get the project to this point and was excited to begin work on the project, he asked for the ordinance to be advanced.

John Eckhardt, City Planning, said that the property was zoned GP7 which in affect is a holding zone that leaves the specific zoning open.
