Authorizing a one-year $985,960.00 contract with SAVE, Inc., to provide housing assistance for low-income persons living with HIV/AIDS.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "DO PASS"
Terry Bray, Health Department and Steve O'Neal of SAVE Inc., were present to testify. Mr. Bray explained that the ordinance was for the annual grant for Houses Services for persons living with HIV and their families. Mr. O'Neal stated that they will serve 435 individual and 27 families. The clients are low income. This is a 15 year standing contract. Mr. Bray stated that the department recently received recognition for their work in the area of HIV Services.

Appropriating $300,000.00 from the Health Levy Fund to provide additional funding needed for public health and health care services for indigent residents of Kansas City, Missouri; and directing the City Manager to roll forward $150,000 of residual Health Levy Funds from the FY 2012 Health Department budget to appropriate it to the Health Department’s FY2013 account as part of a strategy to address unbudgeted increases in labor costs.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Dr. Archer and Terry Bray of the Health Department were present and testified that there had been increases in labor cost related to Swope Health Center and other health providers. Some of the providers who serve Kansas City's indigent citizens were also present. He explained that there were supervisors that made less than the employees they supervised. This ordinance would help correct that. Councilman Taylor commented that he supported the ordinance that would help to support an new South Troost Swope Health Center in the Six District. He said that his wife the former Councilwoman Jolly and Councilman Sharp had both worked hard to establish the clinic. He hoped that the Committee would continue their hard work and support the need of the citizens. Part of the ordinance will provide a van for transportation to and from the clinic. Councilman Sharp commented that he and Councilwoman Jolly worked hard to get the clinic but under estimated the need and the economic standing of the clients that would be serviced there. Many of the clients are the working poor without health care insurance. He said that he had been impacted by the move of his health care clinic which will also impact the number of clients seen at the South Swope Clinic. He asked the committee to advance the substitute for the ordinance. Mr. Patel, Swope Health Center, thanked the committee for their support. Councilman Glover asked if all the safety net providers needs been address. Dr. Archer said that even with the additional funds there is still a great shortfall. He said that their analysis indicated that all the providers need additional funds. They are all doing a great job with limited funds.
