Amending Chapter 70, Code of Ordinances, by repealing Sections 70-785 and 70-786 relating to pedestrians and enacting in lieu thereof two new sections of like number and subject.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "HOLD ON AGENDA (9/27/2018)"
Captain Doug Niemeyer along with Officer Jason Cooley, Kansas City Police Department, testified that this legislation would prohibit pedestrians from stopping, standing or remaining in any intersection or crosswalk for a period longer than is necessary. A motion from Councilman Jermaine Reed to hold this ordinance until 9.27.2018.

RESOLUTION - Directing the City Manager to convene a quarterly forum with small businesses who conduct business with the City directly or as subcontractors, including engineering firms and construction contractors, for the purpose of discussing and resolving obstacles to conducting such business.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "IMMEDIATE ADOPTION"
Councilman Dan Fowler, gave an overview for the changes needed. Rick Usher from the City Manager's Office testified that the ordinance will eliminate the complexity for contractors and subcontractor's doing business with the City. Set forth are quarterly business focus groups aimed for discussions on improvements.

Estimating revenue in the Capital Improvements Sales Tax Fund in the amount of $2,200,000.00; appropriating the amount of $2,200,000.00 in the District One Fire Station accounts; authorizing a $3,000,000.00 contract with McCown Gordon Construction for construction of a new fire station; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Councilwoman Heather Hall, gave an introduction of this ordinance. Eric Bosch testified that the Fire Department has determined that there is a need by the citizens of the northland, that a new Fire Station be located in the vicinity of Fire Station 15.

Councilman Scott Wagner gave the introduction of the committee substitute presented for this ordinance. There was a motion from Councilman Jermaine Reed to hold this ordinance until 9.20.2018.
 
 1. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
