| Accepting and approving the recommendations of the Tax Increment Financing Commission of Kansas City as to the Eighth Amendment to the Parvin Road Corridor Tax Increment Financing Plan.
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE" Kelly Mandre, EDC, made a presentation on behalf of this Ordinance.
The approved Redevelopment Area is generally bound by M.E. 48tj St., Parvin Road and the Kansas City city limits on the north, the Kansas City city limits and the railroad tracks on the south and North Bennington Avenue on the west in Kansas City, Clay County, Missouri.
The Eighth Amendment provides for modifications to the budget of Redevelopment Project Costs; expands the plan boundary to the north and east; expands the boundary on the south along NE Birmingham Rd and N Arlington Ave; expands the boundaries of Project 4; and modifies the Acquisition & Disposition Exhibit to include additional properties for acquisition. The net impact of the line-item changes do not result in an overall increase in Reimbursable Costs. Ayes: 5 - Ford, Glover, Taylor, Wagner, Curls Nays: 0 |

| Changing the name of N. Flagor Road to N.E. Flagor Road from the intersection of N. Oak Trafficway and N. Flagor Road to its terminus, said terminus being a point about 350 feet north of N.E. 79th Terrace in Kansas City, Clay County, Missouri
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE" Sarah Anzicek, City Planning and Development, gave the staff report for this Ordinance.
Official street name changes are needed when platted street names or errors in platting conflict with naming standards, or when street realignments make existing names obsolete. The City’s street names are based on a grid system centered on Main Street (running north-south) and St. John Avenue (running east-west) as dividing lines. Streets north of St. John Avenue are assigned directional prefixes of either “Northeast” or “Northwest”. Technically, “non-grid” street names, like Flagor Road, are assigned a directional prefix to indicate its position either east or west of Main Street.
Currently, the assigned name of the street in question is “N Flagor Road” from its beginning just south of NE 83rd Street on the north to its terminus just north of NE 79th Terrace on the south. In order to keep within the City’s street-naming guidelines, the name of the road needs to be officially changed to “NE Flagor Road” for the entirety of its length.
The Street Naming Committee recommended approval of the proposed name change on February 28, 2013. Ayes: 5 - Ford, Glover, Taylor, Wagner, Curls Nays: 0 |

(601-S-1)
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE" John Eckardt, City Planning and Development, presented the staff report on this Ordinance. The purpose of this Ordinance is to approve the specified area as a PIEA area and allow for tax abatement. Ayes: 4 - Ford, Glover, Wagner, Curls Nays: 0 |

| Approving the preliminary plat of Hospital Hill Center on an approximately 2 acre tract of land in District R-0.5 (Residential Dash 0.5) generally located at the southwest corner of E. 23rd Street and Holmes Road creating three commercial lots. (SD 0172B)
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE" Olofu Agbaji, City Planning and Development, gave the staff report on this plat. He testified that this is a companion case with Ordinance 130425.
The applicant is proposing a preliminary plat and a final plat for three (3) commercial lots in District R-0.5 (Residential dash 0.5) on approximately two acre. Lot 1 is proposed to be 27,244 square feet (0.63 acre), Lot 2 is proposed to be 27,446 square feet (0.63 acre) and Lot 3 is proposed to be 29,285 square feet (0.67 acre). The proposed plat meets the zoning requirements of District R-0.5 (Residential dash 0.5) in terms of lot size and frontage. The existing buildings do not meet the required setbacks of the R-0.5 zoning district, thereby a modification is being sought under Chapter 88-405-25 Waivers and Modifications of Subdivision Design/Improvement Standards of the Zoning and Development Code. Ayes: 5 - Ford, Glover, Taylor, Wagner, Curls Nays: 0 |
