| Authorizing the City Manager to execute an intergovernmental agreement with Jackson County, Missouri and the Kansas City, Missouri Board of Police Commissioners allowing the Jackson County Sheriff to enforce County ordinances relating to petty offenses and traffic regulation, and to provide certain other law enforcement assistance, within the corporate limits of the City situated within Jackson County, Missouri.

| RESOLUTION - Recognizing youth and young adult violence as a public health and safety problem and supporting Aim4Peace’s efforts to seek creative funding and grant opportunities needed for the continuation of the initiative.
PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "IMMEDIATE ADOPTION" Councilwoman Melba Curls testified in support of this ordinance. Councilwoman Sharon Sanders-Brooks explained the purpose of this resolution and spoke about the activities of the program. Tracie McClendon testified in support of this ordinance and gave some information about the program.

The Health Commission, Health Department and partners will present the "Report on 2008 Domestic Violence Point in Time Survey."
Frank Thompson, Health Department, introduced members of the Health Commission to the committee making the presentation. A copy of the report was distributed to the committee and a copy is on file in the City Clerk's Office. Vicki Beezley, Health Department, gave background information and the objective of the report. Captain Mark Fulsom, Police Department Special Victims Unit, gave statistical information on domestic violence in Kansas City. Ms. Beezley discussed the public health issues as a result of domestic violence. Ms. Beezley also informed the committee of the organizations that participated in the study. Dennis Meier, Synergy Services, discussed the role of community services participating in the survey and some the issues the participating agencies face regarding cost and the difficulties coordinating data collection. Commission members discussed the recommendations of the report and answered questions from the committee. Dr. Rex Archer commented on the report.
Staff from Public Works Department will be making a presentation regarding the Rapid Trash Program.

There will be a presentation of the Council District Crime Statistics Report by the Kansas City Police Department.
Deputy Chief Cy Ritter, Police Department, distributed copies of the report to the committee and commented on response time and the current reduction in crime and questions from the committee. Captain Sherry Kelly, Police Department, reported on the task force on crime prevention and answered questions from the committee. Ms. Kelly reported on the issues of getting information out to the community.
An update on the "Regional Jail" effort will be presented by Jackson County and Kansas City Missouri staff.
David Park, Neighborhood and Community Services, gave an overview of current progress on the Regional Jail effort. Eric Bosch, Capital Improvement Management Office, reported on the status of the design, bidding and getting the construction started. Calvin Wood, Intergovernmental operations for Jackson County, reported on coordination of services to be provided for intervention and re-intergration into the community. Shelly Coneva, County Executive's Office, reported on the groups involved in the transition and the preparation of the space. Mr. Wood and Mr. Park answered questions from the committee regarding the inter-govermental agreement and MCI employees.
