RESOLUTION - Declaring it to be necessary to change and re-establish the grades on Raytown Road for street, bridge and drainage improvements along Raytown Road from Sta. 54+60 to Sta. 67+75 (approximately 1218.92 feet); and from Sta. 73+50 to Sta. 85+68 (approximately 2533.92 feet) all in Kansas City, Jackson County, Missouri.

Devoting certain City owned property for public storm sewer, and temporary easements; and directing the City Clerk to record the devotion.

Ralph Davis, CIMO, testified on behalf of this ordinance. This is a small bridge project located on Ozark Rd. just south of Raytown Rd bridge. The city is asking for right-of-way space of any future things that would be done in this area.

Enacting a new section 70-402, Code of Ordinances, entitled “Approaching stationary emergency vehicles” to require motorists on certain streets to change lanes when passing by a stationary emergency vehicle or if a lane change is not possible to reduce speed as passing the emergency vehicle and to establish a minimum $100.00 fine.

Galen Beaufort, Law Department, testified on behalf of this ordinance. This ordinance would authorize all persons driving to either move over into the other lane or slow down for all emergency vehicles, when they are in operation.

Authorizing the Director of Public Works to execute a $682,480.00 Design Professional Agreement with Hoefer Wysocki Architects, L.L.C. for remodeling of Fire Station No. 8 and 25; authorizing the City Manager to expend $682,480.00 for said agreement; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Condemning and taking permanent and temporary easements on private properties for the construction and maintenance of sanitary sewers in the area of NE 61st Street and N. Wheeling, in Kansas City, Clay County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations by the Director of City Development; consenting to the filing of the petition for condemnation by the City Attorney, on behalf of the City; and authorizing the City Clerk to file this ordinance with the Recorder of Deeds in Clay County, Missouri.

Ted Anderson, CIMO, testified on behalf of this ordinance. This ordinance was held in committee so that a number of questions could be answered for Council woman Deb Hermann. The high percentage of properties that have to be condemned. There are actually thirteen properties that have to be condemned at this time. The city would only be condemning strips of land for the pipes.
