Michael Esher, Aviation Department, testified on behalf of this ordinance. This ordinance would authorize a contract for publishing and an annual report of a newsletter for the Aviation Department. There were three (3) bids for this project. The company that had the lowest bid was not selected. The next to the lowest bid was selected because of their strong newsletter writing, editing and layout skills.

Authorizing the First Amendment to the Signatory Use and Lease Agreement dated May 1, 1998, with Northwest Airlines at Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Michael Esher, Aviation Department, testified on behalf of this ordinance. This ordinance would authorize the first (1st) amendment to a signatory use and lease agreement for Northwest Airlines. This airline will be increasing in square footage of 1,267 sq. ft. for preferential holding space.

Authorizing a $45,000.00 agreement with Marquette Advisors for Project No. C000656 - TWA Facilities Appraisal at Kansas City International Airport and appropriating funds in the amount of $45,000.00.

Michael Esher, Aviation Department, testified on behalf of this ordinance. This ordinance would authorize an appraisal of facilities located at the Training Center, Flight Simulator Building and the Cargo Building. All of these buildings are for Transworld Airlines (TWA). Some of these buildings have not been in use for a long time so they will be looking at the chillers, and other major utility equipment and the physical condition of the facilities. There were four (4) bids on the project.

Michael Esher, Aviation Department, testified on behalf of this ordinance. This ordinance would authorize an increase of space in the amount of 1,246 sq. ft. for club room and mezzanine space for Southwest Airlines. The increase of space will be used for customer service offices.

This ordinance would authorize the first (1st) amendment to a signatory use and lease agreement for additional space in the amount of 1,251 sq. ft. for club and mezzanine space for Vanguard Airlines. This space will be used as a flight lounge for crew members.

Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance would authorize a contract for demolition of an old control tower and a garage at the Downtown Airport. This project will contribute to the "Broadway Beautification" Project in the clean-up and beautification of the Broadway Corridor.

Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance would authorize a contract that would seal cracks in the pavements at the KCI Airport. This ordinance would provide total cleaning and water tight sealings of cracks and joints in the roadways at the airport. There were four bids on the project.

Authorizing a $170,375.00 Amendment No. 2 to an Agreement with Bibb and Associates, Inc., for Project No. B79 - Miscellaneous Roof Repairs at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $190,375.00.

Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance would authorize amendment number 2 for a contract for roof repairs at the KCI Airport. This ordinance would provide for quality assurance testing and construction for the roof replacement located at the Police Building and three (3) terminal buildings at KCI Airport.

Russell Widmar, Director of the Aviation Department, testified on behalf of this ordinance. This ordinance would support the Aviation Department's Y2K emergency planning effort. This company will provide emergency backup power generation at KCI (up to 70 mega watts). The wattage will applied as needed from December 31 - March 31 of year 2000. The time period will take the Aviation Department through the millennium change.

Authorizing a $4,221,996.00 contract with Harrington-Scanlon Roofing Company for Project No. C27 - Terminal Roof Replacement at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $4,643,996.00 and appropriating $10,555.00 to the Youth Employment Program Fund.


AVIATION COMMITTEE recommends "DO PASS"
The Committee originally planned to hold the ordinance until November 3, 1999 to allow for more information to be given the committee regarding the project. This ordinance would authorize for a terminal roof improvements at KCI Airport. Larry Scroggins, Hankins Roofing and Sheet Metal, (HR&SM) testified on behalf of this ordinance. Mr. Scroggins was one of the higher bidders for this project. "I have concerns for the MBE/WBE ordinance regarding subcontracting as it relates to this project. As contractors, we go to a prebid and there are goals set out. Because we do all of the segments of the work involved in house, we don't have the need for a subcontractor. When contacting subcontractors, we find that our cost for the project is less expensive then theirs. HR&SM has contracted out portions of their work before and helped our competitors in doing so. If the city is going to have an MBE/WBE ordinance, make everyone follow the rules. Make the goals for the ordinance for everyone involved to comply with.
