Gail Roper, Director of the Information Technology Department, testified on behalf of this ordinance. This ordinance along with 030316 both relate to the city's Enterprise Resource Planning Initiative (ERPI). This ordinance would authorize the city to enter into a software agreement contract. Ordinance 030316 relates to the integration services for the ERPI. The work from both ordinances would allow the city to change the process of payroll, time keeping, budget planning, etc. Kevin Riper, Director of Finance Department, testified regarding the ordinances. There are three sources of funds that are recommended to pay for the contracts from ordinances 030315, 030316 and 030317. The major source is Ordinance 030317, KCMAC Bonds for $22,000,000.00. The second source of payment is two existing appropriations for ERP in the Finance and Information Technology Departments (ITD). In the out years, for several items that are not eligible for bond finance sources of funds, operation savings will come through the IT Department from shutting down the mainframe after deleting existing financial and purchasing software. Larry Plaisted, Director of Management and Budget, testified on behalf of this ordinance. This ordinance pertains to changes that are being made in this current (2002-03) fiscal year. This ordinance would allow the city to appropriate funds from several accounts to several other accounts for the purpose of retirement payouts, sewer funds and water funds.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1081, 2-1082, 2-1082.5 and 2-1083 and enacting in lieu thereof new Sections 2-1081, 2-1082, and 2-1083, relating to salary schedules for Judges, Councilmembers, and the Mayor; and providing for an April 10, 2003 effective date.

Amending Chapter 62 of the Code of Ordinances, entitled Waste by enacting a new Section 62-55 therein providing for fees for collection and disposal of used appliances containing refrigerant and for disposal of leaves and brush from residences.

Mayor Kay Barnes, testified regarding this ordinance. The city realizes the residents of Kansas City, Missouri would like to have curbside recycling along with trash and bulky item pickup. With the budget constrictions that are being made for the 2003-04 budget year, the trash pickup and recycling services will be handled differently. The Environmental Management Department and the Keep Kansas City Beautiful Program have been in discussion for other alternatives. What the city is considering is a program that would involve giving the residents of the City of Kansas City, Missouri one hundred twenty (120) free stickers per year for each household. The stickers will be used by the residents to put out their recycling, trash and bulky item pickup, one sticker per load. Based on the experience from other cities that are using this method for trash and recycling pickup, a family of four to six (4 - 6) persons, with 120 stickers per year can recycle free, have free trash pickup and trashbags, free bulky item pickup and free leaf and brush pickup. The reason is, when you recycle up to seventy-five percent (75%) of what has previously been trash now is used as recycling. Councilman Jim Rowland spoke in support the ordinance. Ronald Finley, County Legislator, testified on behalf of this ordinance. Mr. Finley stated, "The residents of the city, especially those of the third district, will oppose the ordinance if their is a fee attached".

Amending Chapter 62 of the Code of Ordinances, entitled Solid Waste by enacting therein a new Section 62-55 authorizing the collection and disposal of residential refuse, leaves and brush waste, bulky waste items, and appliances containing refrigerant; establishing fees for such service; and authorizing the curbside collection from residences of recyclable materials.
