This ordinance estimates and appropriates bond proceeds from the General Improvement Airport Revenue Fund which were issued on March 6, 2003. The purpose of the bonds are for terminal improvement projects and parking lot projects located at KCI Airport.

Terry Dobson, Parks and rRecreation Department, testified on behalf of this ordinance. This ordinance would amend Committee Substitute Ordinance 001246. The endowment was set at $15,000,000. The endowment has now grown to $18,000,000. This ordinance would take 45% of the interest earned of everything over the $18,000,000 for the maintenance and upkeep of the Liberty Memorial and Museum.

Authorizing the Director of Finance to enter into a contract with Springsted, Inc. and Valdes & Moreno, Inc. for the provision of financial advisory services for various types of City bonds and other types of debt obligations for fiscal year 2004 with four options to renew.

Randy Landis, Finance Department, testified on behalf of this ordinance. This ordinance along with Ordinance 030365 are the results of the competitive RFQ process. These RFQ's were sent out to select a financial advisor for all city bond issues. These bonds include: 1. General Obligation Bonds (GO) 2. Water and Sewer Bonds 3. KCMAC Bonds and 4. Airport Bonds Both ordinances include a five (5) year contract with renewal options.

RESOLUTION - Authorizing the development of financing to provide for the issuance of one or more series of revenue bonds in an approximate principal amount not to exceed $10,000,000.00 for the construction of a public parking garage for the 909 Walnut Redevelopment Project.


FINANCE COMMITTEE recommends "IMMEDIATE ADOPTION"
Randy Landis, Finance Department, testified on behalf of this resolution. The purpose of this resolution is to start the engine regarding the public parking garage for this project. The council is in process of approving a number of incentive items for this project (03/27/03 Legislative Session). These include: 1. How to prevent property tax abatement. 2. TIF 3. The city's Super TIF Upon the passing of this resolution, the Finance Department, will put together a financing team to review the proposals. After the financing team has reviewed the proposals, the Finance Department will come back before the committee for approval of financing by the developer or by the finance team.This resolution, if approved would use a portion of the city's debt capacity.

RESOLUTION - Authorizing the development of financing providing for the issuance of one or more series of revenue bonds in an approximate principal amount not to exceed $62,000,000.00; authorizing certain other actions pursuant thereto; and declaring the City┬┤s intent to provide, if necessary to market the bonds, its annual appropriation pledge as credit enhancement for such bonds issued for the construction of public parking garages for the Performing Arts District.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1081, 2-1082, 2-1082.5 and 2-1083 and enacting in lieu thereof new Sections 2-1081, 2-1082, and 2-1083, relating to salary schedules for Judges, Councilmembers, and the Mayor; and providing for an April 10, 2003 effective date.

Cecilia Abbott, Law Department, testified on behalf of this ordinance. This ordinance would allow for the mayor, council and judges salaries to be increased. For every two percent (2%) increase in prior year general fund revenues the mayor, council and judges will receive a one percent (1%) increase in pay with a cap of four percent (4%) during their four year term.

Amending section 34-362, code of ordinances, entitled emergency medical services system definitions by defining the metropolitan ambulance services trust to include any successor not-for-profit corporation to MAST; and authorizing the termination of the MAST trust indenture dated September 11, 1979, for the purpose of allowing MAST to change its form from a trust to a not-for-profit corporation; and approving the substitution of the Metropolitan Ambulance Services Trust Corporation for the Metropolitan Ambulance Services Trust in all contracts, grants, or agreements between the City and the Metropolitan Ambulance Services Trust.

Bill Geary, Law Department, testified on behalf of this ordinance. This ordinance would allow MAST to change its legal structure. MAST has been a public trust since it was established in 1979. Mast is the only public trust in the State of Missouri. MAST is not a not-for-profit corporation so it does not qualify for grant opportunities. By changing its form from a public trust to not-for-profit it will have the opportunity to compete for alternative funding sources. This will also allow MAST to be more flexible when facing changes in the health care industry. Part of the change that will come from the Mayor would be to changes from a seven member board of directors to a nine member board and the definition for MAST will change.

Amending Chapter 62 of the Code of Ordinances, entitled Waste by enacting a new Section 62-55 therein providing for fees for collection and disposal of used appliances containing refrigerant and for disposal of leaves and brush from residences.


FINANCE COMMITTEE recommends "HOLD OFF AGENDA"
Katheryn Shields, County Executive, testified on behalf of this ordinance. During Mrs. Shields second term on the council, the drop-of sites for recycling were started. These sites were only to be setup until the curbside recycling was completely setup. Bridging the Gap was to refer to the time from drop-off recycling to curbside recycling. Over in the Jackson County offices there has been some extensive recycling taking place. The county has, during the first year of recycling, saved $30,000. Mrs. Shields encourages the public to think about their family dollars. If each resident recycles, there will be good things done for the environment. Most of all, this would be a very meaningful thing that could be accomplished for the city.
