Authorizing a $6,632,400.00 construction contract with Foley Company for the Electrical Reliability Improvements at the Water Treatment Plant Project; authorizing a maximum expenditure of $7,292,400.00; authorizing a $733,846.00 Design Professional Services contract with Black & Veatch Corporation for the Electrical Reliability Improvements at the Water Treatment Plant Project; and recognizing this ordinance as having an accelerated effective date.

Matt Bond and Chris Herrera, Water Services, provided the staff report for this ordinance. This ordinance authorizes a $6,632,400.00 construction contract with Foley Company for the Electrical Reliability Improvements at the Water Treatment Plant Project. This authorizes a maximum expenditure of $7,292,400.00 and $733,846.00 Design Professional Services contract with Black & Veatch Corporation for the Electrical Reliability Improvements at the Water Treatment Plant Project. This project will improve 2 current at end of service life parts of equipment. This will also construct a new substation and update portions of 2 other substations. There was a total of 3 bidders, however, the lowest could not be accepted because of the number of exceptions to their bid.

Authorizing an $8,466,800.00 construction contract with Kissick Construction Company for the Neighborhood Sewer Rehabilitation Brush Creek Project Area 1-East; authorizing a maximum expenditure of $9,314,000.00; authorizing a $1,495,000.00 Design Professional Services Amendment No. 2 to Contract No. 1124 with Alfred Benesch Company for the Neighborhood Sewer Rehabilitation Brush Creek Project Area 1; and recognizing this ordinance as having an accelerated effective date.

Andy Shively, City Manager’s Office provided the staff report for this ordinance. This ordinance authorizes an $8,466,800.00 construction contract with Kissick Construction Company for the Neighborhood Sewer Rehabilitation Brush Creek Project Area 1-East. This authorizes a maximum expenditure of $9,314,000.00 and $1,495,000.00 Design Professional Services Amendment No. 2 to Contract No. 1124 with Alfred Benesch Company for the Neighborhood Sewer Rehabilitation Brush Creek Project Area 1. This is the first of 4 ordinance for Brush Creek Neighborhood Sewer Rehabilitation project. This project covers the east area to restore the capacity of the west water. This project will extend the life of Brush Creek on the east side and is about a 10 mile sewer project. There will be public meetings, post cards and door hangers to inform those in the neighborhood of the project and when the work will take place. Participation for this program is low from the community.

Estimating revenue in the amount of $1,550,000.00 in the Capital Improvement Fund; appropriating that amount to the Route 152 Trail Segments 3 and 4 accounts; authorizing the Director of Public Works to execute a funding agreement with the Tax Increment Financing Commission; authorizing a contract with Pyramid Excavation and Construction, Inc. for approximately $1,369,000.00 for the construction of the Route 152 Trail Segments 3 and 4 projects; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

Jeff Martin, Public Works and Wes Minder, City Manager’s Office, provided the staff report for this ordinance. This ordinance estimates revenue in the amount of $1,550,000.00 in the Capital Improvement Fund and appropriates that amount to the Route 152 Trail Segments 3 and 4 accounts as well as authorizes the Director of Public Works to execute a funding agreement with the Tax Increment Financing Commission; authorizing a contract with Pyramid Excavation and Construction, Inc. for approximately $1,369,000.00 for the construction of the Route 152 Trail Segments 3 and 4 projects. This contract was bid as 1 contract and will cover 2 miles of trail. It is estimated that this project will be completed by fall 2018.

Approving various Traffic Regulations in compliance with Chapter 70 of the Code of Ordinances


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jeff Martin, Public Works, provided the staff report for this ordinance. This approves various Traffic Regulations in compliance with Chapter 70 of the Code of Ordinances. These are publicized in the legal publications, namely the Daily Record. Public Works makes their own signs and the old materials are recycled and damage signs are repaired when possible.

Authorizing condemnation and taking of private property in fee simple for public use at 2708 Troost Avenue, located one lot south of the southwest corner of 27th Street and Troost Avenue; incorporating a blight study and receiving evidence of blight, substandard and insanitary conditions; making a determination of economic and social blight; providing for the payment of just compensation therefore; authorizing continued negotiations by the Public Works Department; consenting to the filing of the petition for condemnation by the City Attorney on behalf of the City; and authorizing the City Clerk to cause this ordinance to be recorded in the office of the Recorder of Deeds for Kansas City, Jackson County, Missouri.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Don Frank and Stewart Bullington, Public Works, provided the staff report for this ordinance. This ordinance authorizes condemnation and taking of private property in fee simple for public use at 2708 Troost Avenue, located one lot south of the southwest corner of 27th Street and Troost Avenue and incorporates a blight study and receives evidence of blight, substandard and insanitary conditions; making a determination of economic and social blight; providing for the payment of just compensation therefore; authorizing continued negotiations by the Public Works Department. The property has appraised by 2 appraisals at $60,000 the owner is asking for $300,000. Negotiations have been in the works for over a year, this is in place if by chance the negotiations break down because at this time they are at an impasse. This is the last piece for the Beacon Hill project.

Authorizing the Director of Public Works to enter into a $550,000.00 Cooperative Agreement with Platte County, Missouri for the purpose of the completion of North Northwood Road improvements from N.W. 52nd Street to N.W. 59th Terrace from funds previously appropriated; and recognizing this ordinance as having an accelerated effective date.

Jeff Martin, Public Works, provided the staff report for this ordinance. This ordinance authorizes the Director of Public Works to enter into a $550,000.00 Cooperative Agreement with Platte County, Missouri for the purpose of the completion of North Northwood Road improvements from N.W. 52nd Street to N.W. 59th Terrace from funds previously appropriated. The City is obligated to cover the costs of the utility work on this project.

 1. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.
 
 There were comments regarding the successful passage of the City vote on building the new terminal of KCI from the entire Committee. This project will call for deconstruction and construction of the new facility, November 21, 2021 is the excepted opening date of the new airport.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
