Authorizing the Mayor to accept a $2,723,093.00 grant from the United States Department of Justice; estimating and appropriating revenue in the amount of $265,066.00; accepting a $37,500.00 contribution in matching funds from Jackson County; accepting a $120,000.00 contribution in matching funds from the Kansas City Board of Police Commissioners; estimating revenue in the total amount of $3,165,354.00; appropriating revenue in the amount of $3,165,354.00; designating requisitioning authority; approving a $375,000.00 cooperative agreement with Jackson County and a $1,200.000.00 cooperative agreement with the Board of Police Commissioners for various law enforcement and crime prevention programs; approving a $100,000.00 cooperative agreement with the Kansas City, Missouri School District for the Project S.A.I.L. program; and directing the City Clerk to file the agreements.


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Alan Wells of Neighborhood Services Department presented the staff report on the annual grant and the requirements of the advisory board. Captain Majors spoke in favor of this ordinance. James Nunnley of the Jackson County Combat Team spoke on the Fathering Program and stated the treatment is designed to look at issues of fathering in relation to drugs. Single parent homes have been targeted for 71% of our youths being arrested.

Authorizing an amended agreement with St. LukeĀ“s Shawnee Mission Medical Group to renew, for one year, the current wellness program for members of the Fire Department.


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "DO PASS"
Shirley Blair spoke for the amended agreement with St. Luke's Medical Group on the Wellness program for the members of the Fire Department. This program provides cholesterol checks, high blood pressure testing and cancer screening for all family members. A total of 66% of fire fighters used this program according to figures collected for 1998.

Accepting and approving a one year $541,612.00 contract with the Missouri Department of Health to provide funding for a sexually transmitted disease control program and reducing revenue and appropriation accounts in the amount of $39,113.00.


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "DO PASS"
Dr. Rex Archer, Director of Health Department, sponsored this ordinance. Linda Dennis from the Health Department spoke on acceptance of the grant for State support of the Sexually Transmitted Disease. Ms. Dennis stated of the 8,000 patients that come through the health departments clinic, only 2,000 are teenagers. These diseases of gonorrhea, syphilis and HIV/AIDS are declining in Kansas City according to figures compiled in 1997.

Authorizing a one year $76,376.00 contract with the Full Employment Council, Inc., to provide lead abatement supervisor training services.


NEIGHBORHOOD DEVELOPMENT COMMITTEE recommends "DO PASS"
Patricia Webb, Program Manager, for Lead Abatement, accepted the grant . This money is for a contract with the Full Employment Council to hire and train 16 supervisors for the Lead Abatement program. These persons will be salaried contractors that will be licensed and have the state requirements needed for the program.

Accepting and approving a ten month $314,557.00 amended contract with the Missouri Department of Health to provide funding for maternal and child health services; increasing revenue in the General Fund in the amount of $78,316.00; reducing revenue in the General Fund in the amount of $92,095.00; increasing appropriations in the General Fund in the amount of $33,930.00; reducing appropriations in the General Fund in the amount of $47,709.00; and recognizing an emergency.
