Lee Dixson, Public Works Department testified on behalf of the ordinance. He stated the ordinance is for a final plat of Great Midwest Industrial Park, District 4, located at N. Lewis and NE 38th Street. All of the grades and closures have been checked and they recommended approval.

Brighton; authorizing the Mayor to execute a deed therefor; accepting a general warranty deed conveying land to the City for public use for street right of way as part of N. Edgar Jordan, City Development Department testified on behalf of the ordinance. He stated the ordinance will approve a sale of land located at NE 48th Street and N. Brighton. The ordinance is a "land trade" with Mr. & Mrs. Platt who own a parcel of ground that the city needs as part of a right of way for N. Brighton. An appraisal was done on both properties and the values are very close. The city property will be sold to the Platt's and the Platt's will trade their land to the city. Committee recommended approval of the ordinance.

Determining the advisability of the Barry Towne Improvement Project, ordering the creation of a neighborhood improvement district for the project in Kansas City, Missouri.

A committee substitute was submitted. Bob Langenkamp, City Development, stated that ordinances 980472 and 980473 are companions. Both of the ordinances deal with the establishment of a Neighborhood Improvement District (NID) for the Barry Towne project. The developers and the petitioners submitted a petition to the city. The process requires that property owners of a least 2/3 of the property within the boundaries of the district sign the petition. The petition that has been submitted is complete and does include the statutory required information. This district is located at I-69 & Barry Road. The cost for improvements estimates to be 11.9 million dollars. Ordinance 980473 (Committee Substitute) orders the City Clerk to take the next necessary steps to complete and establish NID project. Charles Miller, Attorney, 1010 Main, spoke in support of the ordinance.

He stated the purpose of the ordinance is to amend the General Development and Land Use Plan (KCI Airport) by changing the land use designation from low density residential to high density residential used approximately 15 acres located N.W. Barry Road and Line Creek Parkway. The property is currently vacant. He also stated how the project will fit into the FOCUS plan. Committee recommended approval.
