Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. The applicant proposes the construction of a 200 square foot metal building to be used for ice dispensing. The site plan shows the building being constructed at the northwest corner of the site. The plan shows the building to be landscaped on three sides with shrubs and a pedestrian vending area on the west side of the building. Staff has concerns regarding the proposed building design – specifically that a metal building is not appropriate within the context of a single family residential neighborhood. The primary material is metal with brick veneer on the base of the building and along the edges of the north and south facades.

Approving the petition to establish the Downtown Kansas City Community Improvement District; establishing the Downtown Kansas City Community Improvement District, generally bounded by I-70 on the north, I-670 on the south, I-29 on the west and I-70 on the east in Kansas City, Jackson County, Missouri; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.

Patricia Solis, City Planning and Development, gave the staff report on the Ordinance. This ordinance approves the petition and establishes the Downtown Kansas City Community Improvement District for an additional fifteen year term. The maximum rate of special assessments and the respective methods of assessment that may be proposed by petition, pursuant to sections 67.1521 of the Act, are: Residential Condominium: $0.08 per $100 dollars of market value and $0.10 per square foot of land and Commercial; $0.115 per $100 dollars of market value and $0.10 per square foot of land. Market value shall be based on the valuation records of Jackson County. Tax exempt entities electing to voluntarily participate in the creation of the CID by signing the petition may be assessed at levels less than that provided for in this petition.

Patty Noll, City Planning and Development, gave the staff report on the Ordinance. The applicant requests rezoning from District R-7.5 to District MPD and approval of a master planned development. This will enable Avila University to proceed with planning improvements to their property without necessitating a special use permit for each addition. With the exception of the 85 ft. clock tower, no structure will exceed four stories. All structures will be located at least 50 from rights of way lines.

Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. The right-of-way proposed for vacation is a section of right-of-way that was originally intended to connect with NW Old Tiffany Springs Road further to the south. The right-of-way is unconstructed and the subject site is currently unoccupied and a vacant field. The area to be vacated is currently owned by Tiffany Square, Inc. The owner intends to eventually develop the property and this vacation will help to achieve that development. Staff recommends approval of this vacation, subject to six conditions.

Approving the Block 139 Chapter 353 Development Plan on the southern half of a tract of land generally bounded by Walnut Street on the east, East 14th Street on the North, Truman Road on the south and Main Street on the west, all in Kansas City, Jackson County, Missouri; reaffirming and declaring the area included in such plan to be a blighted area; authorizing certain tax abatements and providing for the payment of certain payments in lieu of tax; authorizing the execution of certain agreements in connection with the foregoing; appropriating the sum of $10,000.00 for the establishment of a community improvement district; directing the City Clerk to transmit copies of this ordinance; and recognizing this ordinance as having an accelerated effective date.

Dan Moye, Economic Development Corporation, gave the staff report on the Ordinance. This ordinance approves the Block 139 Chapter 353 Development Plan and reaffirms the existence of blight. Upon approval of the ordinance, City officials would be authorized to execute the Chapter 353 redevelopment agreement. The applicable development plan provides for the payment of PILOTS for the duration of the tax abatement. The Kansas City Chapter 353 Advisory Board recommended approval subject to conditions as reflected in its resolution, which has been attached to the ordinance.
