RESOLUTION - Expressing the City Council’s commitment to supporting the Port Authority of Kansas City, Missouri, Land Clearance for Redevelopment Authority, and Planned Industrial Expansion Authority of Kansas City, Missouri, in the utilization of sale-leasebacks.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Gary Sage, EDC, testified on behalf of this Resolution. The purpose of the sale-leaseback is to provide the City with a simple, cost effective means of extending local real and personal property tax exemption in competitive economic development projects and/or to leverage Missouri state public incentives which are critical to attracting, retaining and expanding quality jobs in the City. The Port Authority of Kansas City, Missouri, Land Clearance for Redevelopment Authority, and Planned Industrial Expansion Authority of Kansas City, Missouri each possess the statutory authority to act in a manner as to cause the exemption of such taxes through sale-leasebacks. The City Council adopted Committee Substitute for Resolution No. 121013 and expressed its support for the use of sale-leasebacks by the Port Authority of Kansas City, Missouri, Land Clearance for Redevelopment Authority, and Planned Industrial Expansion Authority of Kansas City, Missouri. The City Council also adopted Committee Substitute for Resolution No. 130297 and approved a policy for the use of sale-leasebacks.

RESOLUTION - Amending the Future Land Use Map of the Town Fork Creek Neighborhood Plan on an approximately 0.318 acre tract of land, generally located at 3630 and 3634 E. 58th Terrace, by changing the recommended land use from residential low-density to mixed use.

Joe Rexwinkle, City Planning and Development, gave the staff report on this Resolution. The applicant is seeking approval of a rezoning from R-2.5 to B1-1 to permit a medical office use on the subject property. The Town Fork Creek Area Plan recommends low-density residential uses for the property, consequently, the applicant is also seeking an area plan amendment to change the recommended land use to mixed uses. The approval of the area plan amendment is necessary for approval of the rezoning.

 1. Discussion regarding the Mayor/Council Strategic Planning Session Follow-up.
 
 Jim Giles, Mayor's Office, gave a brief presentation on this item. Chairman Ford informed the Committee that there are several 'blanks' that need to be filled in under Economic Development. There was discussion regarding the language of the goals included in the submission from the Committee to the Mayor regarding Strategic Planning.
 
 2. Discussion on the Economic Incentive Policy.
 
 3. There may be discussion of Council Priorities relating to economic development.
 
 4. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 5. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
