Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0561, rezoning an area of approximately 44.09 acres generally located in the northeast corner of the intersection of N.W. Tiffany Springs Road and N. Green Hills Road from District GP-6 (Low Density Residential Uses) to District GP-4 (High Density Residential Uses), and approving a development plan for the same. (10633-GP-3)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA"
Peter Schlesinger, City Planning, stated that the following ordinances are all related to the KCI Land Use Plan: 040525-040528. He added that items 040534 is also a companion to these ordinance but does not appear on this week's agenda. However Councilman Nash suggested that testimony regarding all the related ordinances go forth today. He also suggested that the items be held for one week to allow ordinance 040534 to be united with the companion ordinances. Peter Schlesinger, City Planning, explained that as part of the land use plan there would be 325 multi-family units, 166 single family homes and 128 villas other wise known as duplexes or two family units. The applicant for the project is Brick Owens, HNTB Corporation, there was no known opposition to the project. Scott Wilkerson, President of Autumn Ridge Homes Owners Association, stated that he and the association were in support of the project.

Approving the plat of Tiffany Springs Auto Plaza III, an addition in Kansas City, Platte County, Missouri; accepting various easements; authorizing the Director of Public Works to execute a certain agreement; and authorizing the City Clerk to file this ordinance and attached agreement.

Travis Kiefer, Public Works, testified regarding the Tiffany Springs Auto Plaza III, which is in full operation and has been for sometime. This ordinance represents a housekeeping matter and accept the easements, right of ways standard for a final plat that are usually done much earlier in the platting process. Dave Pavlich, Lutgen and Associates, was present and requested advancement.

Approving the plat of The 1819 Baltimore Lofts Condominium, an addition in Kansas City, Jackson County, Missouri; and accepting various easements.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Travis Kiefer, Public Works, explained that this ordinance was for the final plat of 1819 Baltimore Loft/Condo and it accepts the easements, right of ways that have been checked by Public Works Department. Chris McCarthy, Representative for the developer was present and required advancement.

Authorizing an agreement with the State of Missouri through the State Inter-Agency Council for Outdoor Recreation relating to the Lewis and Clark Scenic Overlook Park in Kansas City, Missouri.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Travis Kiefer, Public Works, stated that another city staff member who was not present, had prepared the the report and was not able to attend that committee meeting. He indicated that the ordinance was to allow an agreement with the State of Missouri through the State Interagency Council for the Outdoor Recreation relating to the Lewis and Clark Scenic Overlook Park in Kansas City. The overlook park would be built on the river front and would help celebrate the legacy of Lewis and Clark.

Authorizing a Fourth Amendment to a Lease Agreement with Renaissance Northeast, LLC, for the purpose of installing radio frequency antennae and satellite dishes for the use of the Emergency Operations Center located at 612-614 Garfield Avenue in Kansas City, Missouri.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Edgar Jordan, City Development, stated the ordinance would allow the city to place certain antenna and satellite equipment atop the University Hospital. The purpose of the equipment is to assist with the operation of the Emergency Preparedness Center. The rental cost is $850.00 but it will must likely be recovered through tax revenue.

Approving a General Development Plan for the Stuart Hall/HD Lee PIEA Planning Area generally located on the north side of 22nd Street, between Central and Fort Scott Avenue, extending approximately 335 feet north, and on the north side of 22nd Street, between Wyandotte and St. Paul Avenue, extending north to 20th Street. and approving the ad valorem tax benefits.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
John Eckardt, City Planning, indicated that the substitute corrects several typing errors in the ordinance. The substitution also corrects the usage of the plan from retail/commercial to residential. He added that much of the property in the plan is considered historic and will have to adhere to strict guideline. The PIEA, staff, Patricia Jensen of White Goss and Jerry Ripple all explained their excitement and because of the project moving forward. Jerry Ripple shared some of the historic points of interest of the building. It once housed the H.D. Lee Jeans Company. Tom Levine, Property owner, is also please to be moving forward with the project and requested advancement.

Approving the preliminary plat of Blue River Woods on approximately a 37.69 acre tract of land generally located on the east and west sides of the extension of Woodland Avenue between Blue Ridge Boulevard and E. 129th Street. (SD 1085)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Councilman Eddy testified regarding the renaming of the Infield Project to Blue River Woods. He added that there had been seven point at issue with the neighborhood association that had all been resolved through a series of meeting and phone calls. The first of which was the name of the project, which had been changed and the neighbors feel it better reflects the image that they want to project in their neighborhood. Issues two thru six are as follows: 2.Traffic Study- found that it would improve the overall flow of traffic. 3. Green Space-adequate green space had been provided. 4. Access Roads-access entrances redirected to better suit neighbors of the project. 5. Proper Drainage-adequate drainage already proposed for the project. 6. Possibility of walking paths-Developer agreed to look at adding some walking paths in the later stages of the development. All the parties agreed and accepted the conditions and requested advancement. Letters of support are on file in the City Clerk's Office.
 
 There will be a Closed Session to discuss a Real Estate Transaction pursuant to RSMO. 610.021 (2).
