Transferring appropriations between business units by reducing certain appropriations in the Public Safety Sales Tax Fund; appropriating $924,645.00 to the Academy Project account in the Public Safety Sales Tax Fund; authorizing a $2,082,667.00 increase in contingency of the contract with Kraus-Anderson Construction Company for Project No. 89000930 - New Police Academy; authorizing the City Manager to expend funds; and recognizing an emergency.


FINANCE AND AUDIT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Eric Bosch, City Architect, explained that this ordinance would allow for the transfer of funds from various accounts. It puts additional funds in the contingency fund for the police academy.

Renaming Fund No. 3392, the 2007A G.O. Bond Fund; estimating revenues in the amount of $99,225,032.00 in the Series 2007A G.O. Bond Fund and appropriating same; reducing expenditures in Fund 6510, Liberty Memorial Trust Fund; designating requisitioning authorities; and authorizing the Director of Finance to close project accounts upon completion.


FINANCE AND AUDIT COMMITTEE recommends "HOLD ON AGENDA (5/9/2007)"
City Treasurer Randall Landes testified before the committee regarding this ordinance. The ordinance is related to the GO Bonds that were sold in April, 2007. He gave the committee a brief explanation of the bond issuance process. He also explained that this ordinance outlined the final actions to be taken with the bonds. Councilwoman Deb Hermann asked that Mr. Landes come back the following week and do a more in-depth presentation before the committee explaining the entire bond issuing process from beginning to end. Mr. Landes said that he would come back and present a summary and capital plan before the committee.

Approving the Petition to establish North Oak Village Community Improvement District; establishing North Oak Village Community Improvement, an area of approximately 29.11 acres generally bounded by N.E. Vivion Road on the south, and N. Oak Trafficway on the west; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.


FINANCE AND AUDIT COMMITTEE recommends "DO PASS"
Jim Hedstrom, City Planning and Development, talked about the establishment of the North Oak Village Community Improvement District (CID). He explained to the committee the process involved in the establishment of a CID and the benefits the community gets from the CID. He also stated that no city backed bonds were used for the CID. Tim Kristl stated that he was representing the developer for North Oak Village and was hold hand to answer any questions the committee might have.
