Amending Section A of Committee Substitute for Ordinance No. 080997 which approved an amendment to a previously approved preliminary plan in District R-5-p on approximately a 6.28 acre tract of land generally located at the northeast corner of 51st Street and Swope Parkway, to eliminate the requirement of sidewalks on Cleveland Avenue.

Larry Stice, City Planning, testified on behalf of this ordinance. Ron Finley, Representing the property owner, Tony Fellers, the property owner, were present to answer questions from the committee. This ordinance will allow for the installation of security measures to prevent vandalism generally located on the northeast quadrant of I-70 and Stadium Drive. Becky Hart, Western Blue Township Home Owners Association, testified in opposition to this ordinance.

Receiving the recommendations of the Tax Increment Financing Commission as to the Eighth Amendment to the 43rd and Main Tax Increment Financing Plan; and approving the Eighth Amendment to the 43rd and Main Tax Increment Financing Plan, as amended by the Council.

Jenna Wilkerson, EDC and Joe Gonzalez, TIF Commission, testified on behalf of this ordinance. The following people gave public testimony: William Snyder, Jackson County Roxsen Koch, King Hershey Law Firm Calvin Williford, Jackson County Kate Corwin, Southmoreland Wesley Fields, Bryan Cave Law Firm This ordinance will accept the recommendations of the TIF Commission regarding the 43rd & Main TIF Plan.
