Approving the Victory Court PIEA General Development Plan on approximately 1.17 acres located on the west side of Pennsylvania Avenue and approximately 200 feet north of 47th Street in Kansas City, Missouri, and declaring the area as an obsolete, decadent, blighted, substandard and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Planned Industrial Expansion Authority (PIEA) Law Sections 100.300-100.620, RSMo.

Diane Binkley, City Planning and Development, gave the staff report on the Ordinance. Chairman Ford reminded the Committee that they approved the rezoning for this PIEA plan approximately 6-8 weeks ago. The purpose of the Ordinance is to approve a PIEA General Development Plan that will include the demolition of the existing structures, and construction of an approximately 207,000 SF 14-story Class A office building and 6,500 SF of restaurant space with structure parking for about 725 spaces.

Rezoning a 1.51 acre tract of land generally located at the southwest corner of N. Church Road and N.E. 81st Terrace from District O-2 to District B3-2. (9815-P-75)

Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinances 140715 and 140716. Councilman Wagner also testified on behalf and in support of the project. The property owner is petitioning the City Plan Commission and the City Council to approve a rezoning on the 1.5-acre site, from its current zoning of District O-2 to B3-2 (Community Business dash 2). The intent of the rezoning is to use the lot for parking to serve the Gary Crossley dealership. The Shoal Creek Valley Land Use Plan recommends office uses for the subject property. Staff supports the rezoning due to both the predominance of property zoned B3-2 in the vicinity as well as the fact that the proposed zoning district (B3-2) will continue to allow office uses which the current zoning is intended to accommodate. The particular area to be rezoned is within a previously-approved Chapter 80 preliminary development plan and must be removed from that plan (see companion Case No. 9815-P-76) and added to the previously-approved Chapter 80 preliminary development plan for Gary Crossley Ford (see companion Case No. 9815-P-77). Finally, approval of a final plan for the proposed parking lot is necessary. Companion Case No. 9815-P-78 accomplishes this.
