The proposal will rezone approximately 34 acres from R-50 (high apartments, administrative office building district) to district R -1a (one family dwellings), located on the east side of Missouri Highway 291, NE 106th Street to NE 108th Street. The proposal will also allow 86 single family lots to be completed in two phases. A committee substitute was submitted for ordinance 000347. Committee recommended approval of the ordinances. Authorizing the Director of City Development to enter into an amendment to the current lease agreement with Renaissance Northeast, L.L.C., approved by Committee Substitute for Ordinance No. 990120, passed February 18, 1999, whereby the City leases office space in the former University Hospital building after its sale to Renaissance Northeast, L.L.C., to increase the term of ten years, calculate base and and tenant improvements rent based upon revised square footage figures for a new total maximum annual rent of $985,963.86 and to provide for cancellation of the sale and least under certain circumstances.

Approving an amendment to a previously approved development plan in District URD (Urban Redevelopment District) on approximately a 29.6 acre tract of land generally bounded by Truman Road on the south, Wyandotte Street on the west, 12th and 13th Streets on the north and McGee Street on the east.

Aaron March, Polsinelli & White and Reid Freeman, Regent Partners Inc. Atlanta Georgia, both testified on the project. Reid Freeman stated that the launch of the Power & Light District will "kick off" this fall". The launch will represent 160 -170 million dollars worth of investment in a mixed used development including urban entertainment, residential, hotel, office and improvement of streets. He reviewed the initial launch with the committee and addressed specifically what is being proposed for the purpose of the kick off. There were three changes made from the initial plan: (1) Movement of the office building from the east side of the project to the west side of the project contiguous to the Empire Theater; (2) the initial launch will now be a phase process which will be in two phases. The kick off will begin this fall and the second phase will begin in the spring and (3) decrease in the public investment (he gave explanation of the changes regarding the public investment). Developers agreed that smaller is better, because a larger entertainment district could fail to develop. The developers adjusted the construction schedule because they have been unable to sign enough tenants to obtain public financing for the entire project. The revised project includes rehabilitation of the President Hotel, Power & Light Building (200 apartments), turning the vacant Empire Theater into a House of Blues night club/restaurant and renovation of the Midland Theatre. Councilman Rowland expressed concerns regarding the House of Blues public investment. Mayor Barnes spoke in support of the plan. She also stated she would like to see things start rolling on the project. Phil Bledsoe, Attorney, opposed the project. He requested that blocks 1, 2 and 3 be removed from the plan. Councilman Ford asked City Development staff to work with developers regarding the new plan. The ordinances were held in committee until June 14, 2000.
