Brian Rabineau, Law Department, gave the staff report for this ordinance. This ordinance estimates the revenue in the General Fund for the amount of $12,500.00. It also reduces the contingent appropriation in the amount of $2,500.00, appropriating $15,000.00 to the Law Department for purposes of funding legal work. This ordinance is related to the master development agreement from the Power & Light District which provides for the city support in the creation of the CID that seeks to impose the 1% sales tax within Kansas City District area.

Brian Rabineau, Law Department, gave the staff report for this ordinance. This ordinance reduces the contingent appropriation in the amount of $22,400.00. It also appropriates $22,400.00 from the unappropriated fund balance of the General Fund for purposes of funding legal work. The Finance Department is contemplating the creation of Community Improvement District. ( CID) that impose the 1% sales tax.

Establishing a Water Utilities Advisory Board appointed by the Mayor and amending Chapter 2, Article VI of the Code of Ordinances, entitled “Boards, Commissions and Committees,” by enacting a new Division 21 consisting of Sections 2-970.50 through 2-970.60 entitled “Water Utilities Advisory Board” to review and make annual recommendations to the City Council and the Water Services Department for the services, financial policies, rates, charges, and fees used to support the annual budget of Kansas City’s municipally owned Water, Wastewater and Stormwater utilities.

Terry Leeds, Director of Water Services Department, gave the staff report for this ordinance. This ordinance establishes a Water Utilities Advisory Board appointed by the Mayor and amends Chapter 2, Article VI of the Code of Ordinances, entitled Boards Commissions and Committees. It also reviews and make annual recommendations to the City Council and the Water Services Department for the services of financial policies, rates, charges, and fees. It was recommended by the Water Department to create a Member Advisory Board that would serve a 5 year term that includes members from the community, the commercial area and one person appointed from the City at large. The board wont have legislative an operational roll, that responsibility would be left for the City Council.

Appropriating $249,354.00 from the Unappropriated Fund Balance of the Neighborhood Tourist Development Fund to the Neighborhood Tourist Development Fund account for contracts with nonprofit organizations selected as part of the FY 2018-2019 2nd quarter application cycle for the purposes of promoting neighborhoods through cultural, social, ethnic, historic, educational, and recreational activities; appropriating $100,000.00 from the Unappropriated Fund Balance of the Convention and Tourism Fund to the Conference Support account for conference support related projects; and recognizing this ordinance as having an accelerated effective date.

Megan Crigger, Director of Creative Services, gave the staff presentation for this ordinance. This ordinance appropriates $249,354.00 from the unappropriated fund balance of the Neighborhood Tourist Development Fund to the Neighborhood Tourist Development Fund account; for contracts with nonprofit organizations with the purpose of promoting neighborhoods through cultural, social, ethnic, historic, educational, and recreational activities. This project is intended to support 33 different groups starting August 1st trough April 2019.

Authorizing the Manager of Procurement Services to execute a one year project contract with Alexander Open Systems, Inc. to upgrade and replace Aviation’s current VBlock IT datacenter platforms and related products and services; and authorizing the Manager of Procurement Services to amend the contract to extend the term of the contract without further Council approval.

Keely Golden, Procurement Services and Jacob Jacobus Manager of Aviation Department, gave the staff report for this ordinance. This ordinance authorizes the Manager of Procurement Services to execute a one year project contract with Alexander Open Systems, the purpose is to upgrade and replace Aviation’s current VBlock IT datacenter platforms and related products and services. This is a one year project contract, and it has a 2% MBE and 2% WBE . The supplier agreed to meet those percentages in full and the overall spend in the contract is $ 4,532,316.58.

Authorizing the Director of Finance to borrow $9.1 million from the Kansas City Water Services Department in order to provide local matching funds for a flood control project being constructed by the United States Army Corps of Engineers (“Corps”) pursuant to a Project Partnership Agreement (“PPA”); establishing Fund No. 3321, the 2018 Flood Control Fund; appropriating $9.1 million from the Unappropriated Fund Balance of the Water Fund; estimating and appropriating $9.1 million in the 2018 Flood Control Fund; authorizing the Director of Water services to expend up to $6.1 million towards the PPA; designating requisitioning authority; declaring the intent of the City to reimburse itself from bond proceeds for certain expenditures; authorizing the Director of Finance to close project accounts, and recognizing this ordinance as having an accelerated effective date.

Dan Grandcolas, Finance Department, gave the staff report for this ordinance. This ordinance authorizes the Director of Finance to borrow $9.1 million from the Kansas City Water Services Department in order to provide local matching funds for a flood control project in the Swope Park area. This is being constructed by the United States Army Corps of Engineers and it would be paid off from the General Fund Obligation Bonds with a 4% debt service annually.

Amending Article XV of the Administrative Code of Kansas City, Missouri, related to the Code of Ethics, by repealing Sections 2-2030, and 2-2062 and enacting in lieu thereof sections of like number which requires reporting gifts of over fifty dollars, and requires the mayor pro tem to communicate a report of councilmembers’ travel on a monthly basis to the city clerk, and enacts a new Section 2-2112, requiring the Ethics Commission to review the Code of Ethics and recommend changes on a biennial basis.

Councilman Taylor, gave the report for this ordinance. This ordinance amends Article XV of the Administrative Code of Kansas City, Missouri, related to the Code of Ethics which requires reporting gifts of over fifty dollars. It also requires the Mayor Pro Tem to communicate a report of councilmembers’ travel on a monthly basis to the city clerk.
