Accepting and approving a one-year $423,416.00 contract with the Missouri Department of Health and Senior Services to provide funding for HIV prevention and risk reduction services in the Kansas City, Missouri area.

Samantha Hughes, Health Department, gave a brief testimony, that the purpose of this grant is to implement the five year plan that was developed to address the HIV/AIDS epidemic in the Kansas City region.

Accepting and approving a $286,571.00 grant award from the U.S. Department of Health and Human Services to provide employment assistance services to qualified residents.

Jamie Matney, Health Department, testified this this grant is an additional part of transforming the HIV Transitional Housing Program that prepares persons living with HIV to seek employment as part of developing a stable housing situation.

Amending Chapter 10, Alcoholic Beverages, by repealing Section 10-211 and enacting in lieu thereof a new section of like number and subject matter which will allow an applicant to bypass the density requirement when applying for a retail sales-by-drink license in a specified area of the River Market. **Chairwoman Canady plan to hold this item for 4 weeks and will be heard January 9, 2019**

 1. Staff from Kansas City Fire Department will give an update on Response Times and EMS Collections.
 
 Deputy Chief Tom Collins and Chief Bill Galvin, Kansas City Fire Department, gave a brief update of the following: emergency response times, summary map supplement of emergency response time city wide, and the medical bureau ambulance revenue payments received for the month of November 2018. An electronic copy of this presentation can be obtained in the City Clerk's Office
 
 2. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
