Bob Langenkamp, City Planning and Development, gave the staff report stating that this is a final plat that has been reviewed and is ready to move forward. He also asked that it be advanced.

Sarah Anzicek, City Planning and Development, gave the staff report for this Ordinance. The purpose of the Ordinance is to secure accrued right-of-way to continue to operate a homeless shelter and address an existing issue of encroachment.

Approving the petition to amend the petition to establish the 39th Street Community Improvement District; establishing the amended 39th Street Community Improvement District, generally located on either side of 39th Street between State Line Road on the West and Southwest Trafficway on the East in Kansas City, Jackson County Missouri; and directing the City clerk to report the amendment of the District to the Missouri Department of Economic Development.

Jim Hedstrom testified on behalf of this Ordinance. Charles Renner, Husch Blackwell, also testified. The District has the powers and authority to impose a sales tax in the amount not to exceed one half of one percent (0.5%) upon all eligible retail sales within the District. The District will continue to exist and function for a period of 20 years. Councilman Glover testified, stating that this CID is destined to be a wonderul economic development tool for the area.

Chairman Ford informed the Committee that this Ordinance would be held for three weeks until as there was an advertising issue. Thus the Ordinance must be held in order to adequately advertise it.

RESOLUTION - Supporting the formation of the Twin Creeks KC task force.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Chairman Ford gave a brief history of how this Resolution came to be and spoke about the make up of the Task Force. The task force will include five City representatives, one from the City Council, one from the Board of Parks and Recreation Commissioners, one from the City Plan Commission, one from PIAC and one from the KCI Corridor TIF Advisory Committee all of which will be appointed by the Mayor. Also included will be three to five citizens appointed by the Platte County EDC. One representative from each of the following organizations will be chosen and serve as well: the Platte County Commission, the Clay County Commission, the Platte County EDC, the Northland Chamber, and the Platte County R-3 School District.

 1. Presentation on the 63rd and Prospect Redevelopment Project 2. Discussion on the Economic Incentive Policy. 3. There may be discussion of Council Priorities relating to economic development. 4. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 Claude Page, City Planning and Development, gave a presentation on the marketing of 63rd and Prospect. Mr. Page gave a brief history of the area and how the City became involved with the properties. He spoke about some of the projects going on at 63rd and Prospect.

 5.
