Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0288, rezoning an area of approximately 44.6 acres generally located on the north side of N.E. LP Cookingham Drive (Missouri Route 291), west of the city limits of Liberty, Missouri, and extending approximately 350 feet west of N. Cedar Avenue from Districts R-1a (One-Family Dwellings) and CP-2 (Local Planned Business Center) to District CP-2 (Local Planned Business Center), and approving a preliminary plan for the same. Brian McMilan, John Lutjen & Associates, tesified before the committee. He stated approval of the ordinance will rezone from District R -1a and District CP-2 to CP-2 for a preliminary development plan for a retail/office development. The applicant proposes a two story office building. City Plan Commission and City Development recommended approval with certain conditions.

Ordinances 000890 and 000891 are companion cases. Michaela Hunter, City Development, stated the ordinance will rezone 44 acres located at 10121 Grandview Road. The site is development with Stonecroft Ministries. The ministry is an international organization whose function is to train religious leaders to serve in rural areas which also manufactures and distributes literature throughout the country. The applicant is proposing to construct a new apartment building in the northern portion of the site. The proposed three story building will contain 37 units and storage area. A committee substitute was submitted on ordinance 000891. Representatives from Stonecroft Inc., spoke in support of the ordinance.
