Amending Chapter 56, Code of Ordinances, by adding Article VI, Registration of vacant properties and foreclosing properties.


HOUSING COMMITTEE recommends "HOLD ON AGENDA (1/28/2009)"
 
 Katie James, Law Department, explained the proposed committee substitute was an effort to register as many property owners as possible to ensure better code enforcement, security, maintenance and contact with owners. David Park, explained that the substitute requires all owners with property empty for 90 days must register. Councilman Skaggs thinks that the time frame is to short or should only apply to property owners with nuisances or property maintenance issues. There was a suggested change for clarification of notification to owners. Councilman Skaggs thought that the ordinance would be viewed by some property owners as punishment. Ms. James and Mr. Park both stated that the intent was not to punish but to have better checks and balances. Since there was no charge to register they thought that it shouldn't be looked at as punishment.
 
 There will be discussion on the New Scoring Criteria regarding Low Income Housing Tax Credit (LIHTC). Shirley Winn and Jerome Robinson gave a presentation on the Low Income Housing Tax Credit scoring criteria. The item was held on the agenda on 1-28-09 There will be a discussion of the Housing Consultant Draft Report. Tom Coyle, explained that there had been a meeting of the receiver,staff and others to discuss the policy for transfer of property with a deadline of Feb. 1, 2009 Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
