Amending Chapter 38, Code of Ordinances, by repealing Sections 38-84 through 38-100.5 and enacting in lieu thereof new sections of like number and subject matter and enacting new Sections 38-100.6 through 38-100.9 for the purpose of revising the City’s minority and women’s business enterprise program.

Authorizing the City Manager to negotiate and execute a First Amendment to the Cooperative Agreement between the City and Kansas City SmartPort, Inc., dated as of March 1, 2006, to provide flexibility in the selection of a suitable site for the proposed customs facility; waiving any provision in the Cooperative Agreement which requires SmartPort to continue to develop a customs facility on the Liberty Lot.
