Vacating the north/south and east/west alleys south of Admiral Boulevard west of Virginia Avenue, Kansas City, Jackson County, Missouri, and directing the City Clerk to record certain documents. (1623-V)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
City Planning and Development addressed the Committee. The block bounded by Admiral Boulevard on the north, E 8th Street on the south, Tracy Avenue on the west and Virginia Avenue on the east contains two public alleys. One extends from the south side of Admiral Boulevard south through the center of the block about 365 feet to its platted terminus. Just north of that terminus, a second alley extends from the east side of the north-south alley east 110 feet to the west line of Virginia Avenue. A similar alley section extending west to Tracy Avenue has been previously vacated.   Uses on the block are industrial in nature except for one remnant residential structure. The alleys have been gated at the Virginia Avenue end and are effectively blocked by material storage and a wall/fence south of the Admiral Avenue end. This vacation would legitimize those closures and use of the right of way for private purposes.   The consents of the three abutting property owners have been obtained. There are no public utilities in the rights of way, so no public utility easements will be retained. There are private utilities within the rights of way, however private easement agreements have been worked out and those utilities have provided unconditional consents to the vacation.   Staff opinion is that there is no longer a public purpose for these rights of way.
