Approving an amendment to a previously approved preliminary plan in District GP-3/4 (Regional Business, High Density Residential) on approximately an 8.35 acre tract of land generally located on the east side of proposed N.W. Prairie View Road, north of N.W. Barry Road (Zona Rosa District E), for the purpose of deleting an approximately 1.55 acre tract of land from said preliminary plan. (12649-GP-6)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Larry Stice, City Development, explained that the ordinance would be substituted to change the legal description and to add square footage to the Ethan Allen Building and two other buildings in the project for a total of 17,000 sq. ft. Jim Bower of White Goss, representing the developer offered to answer questions from the committee. He added that after the change Ethan Allen will have additional parking and all of the project would be in the same district. Steve Pomerants stated that the project included several other large department stores as well as a Dick's Sporting Good Store which is a two story facility.

Travis Kiefer, Public Works, stated that the final plat of Montclair Third Plat, is near 291 HWY and NE 96th St. It would create 51 single family lots. North of Congress Ave.

Accepting a Missouri Warranty Deed from The Urban Pioneers conveying to the City of Kansas City, Missouri, certain property in Jackson County, Missouri, all for public use for the 27th Street Viaduct over Vine Street and directing the City Clerk to file same.

Edgar Jordan, City Planning, explained that the ordinance would approve a warranty deed from the Urban Pioneers to the City for the purpose of allowing the 27th Street viaduct.

Approving the plat of Congress Corporate Center Third Plat, an addition in Kansas City, Platte County, Missouri; accepting various easements; authorizing the Director of Public Works to execute a certain agreement; and authorizing the City Clerk to file this ordinance and attached agreement.

Travis Kiefer, explained that there were four sections within the ordinance. The sections are as follows: 1. Establishing the plat name of Congress Corporate Center Third Plat. 2. Granting easements, licensing, and right of way. 3. Authoring the Director of Public Works to execute a Covenant to Maintain Storm Water Detention Facility Agreement. 4. Directing the City Clerk to file the ordinance and agreements. The project would create approximately 70 jobs.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0507, rezoning an area of approximately 1.1 acres generally located north of W. 11th Street between Jefferson Street and Pennsylvania Avenue from Districts R-5 (High Apartments) and C-2-p (Local Retail Business - Limited District) to District URD (Urban Redevelopment District), and approving a development plan for the same.
