Authorizing the Director of City Development to execute a one year contract with Swope Community Builders, in the amount of $181,158.00, for local debt repayment of the Blue Parkway Office Building located at 4001 East Blue Parkway.

Tom Coyle, Director of City Planning, testified that the ordinance was just housekeeping to clear up some language.

RESOLUTION - Directing the City Manager to identify $60,000.00 within the current budget with which to fund a contract with Mustard Seeds Unlimited, Inc. for the purpose of providing a placement option for out-of-school suspensions or expulsions for students in grades 4 through 12 in the Kansas City, North Kansas City, and Hickman Mills School Districts.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "HOLD OFF AGENDA"
Testimony on this item was taken on March 28, 2007. Councilman Terry Riley spoke in support of this ordinance. Thalia Cherry testified that the City Manager was in support of this ordinance and had allocated funds to the program. Councilwoman Hermann wanted to know where the funds were coming from because the CDBG allocations had been made prior to the testimony of this group. Councilman Jim Glover asked that staff come before the committee after their recommendations for the appropriation of additional money that had been restored to the CDBG fund. He suggested that the representatives from Mustard Seed, Inc submit their paperwork to staff for consideration.

RESOLUTION - Approving the 2007-2011 Consolidated Plan and the 2007 Action Plan in accordance with the National Affordable Housing Act of 1990, as amended, authorizing submission of said Plan to the U.S. Department of Housing and Urban Development, and certifying said Plan. 


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Testimony on this item had concluded and the plan was up for adoption. City Planning Director Tom Coyle stated that the allocations were in line with the recommendations . Councilwoman Deb Hermann stated that additional money had been restored to the CDBG account. Staff needs to keep the committee informed on any new allocations. Lois Christian gave an update on the revised allocations. Tom Coyle talked about a letter from the Citizen's Advisory Committee. Although testimony had concluded, Councilman Terry Riley spoke before the committee in support of the Youth Build Organization. CL Wallace, NCCCC, spoke in opposition of the resolution, as it was written. There were several questions that had not been addressed with issues from the last meeting. Councilman Jim Glover asked that Mr. Yelder, Human Relations, be present to talk about his responses to concerns from the NCCCC. Adrian Gardner, NCCCC, read a letter into record regarding noncompliance with Section 3. Councilman Terry Riley responded by saying that the Section 3 program had been implemented but the compliance needs to be in place, which has not happened as of yet.

RESOLUTION - Stating the intent of Council to provide funding in the amount of $600,000.00 over three years to Operation Breakthrough/St. Vincent's Child Care.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "IMMEDIATE ADOPTION"
Councilwoman Deb Hermann stated that obligations had been made to Operation Breakthrough and this resolution announces the city's commitment to Operation Breakthrough. They are included in the Consolidated Plan as well.
