Authorizing execution of a Cooperative Agreement with the City of Independence, Missouri, for weatherization services in the amount of $55,000.00


HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Bob Jackson,testied regarding the cooperative agreement with the City of Independence for weatherization services in the amount of $55,000. He stated that the funds would allow for weatherization services such as: insulation, energy bulbs, windows etc. for approximately 18-20 homes in Jackson County. Mr. Jackson would provide an update at a later date regarding the total number of homes served by the weatherization program for 2009.

RESOLUTION - Accepting the recommendations of the Housing Committee for the Low Income Housing Tax Credit projects to be recommended to the Missouri Housing Development Commission (MHDC) which are prioritized in Appendix A and authorizing the Mayor to send a letter to MHDC of prioritized projects requesting Low Income Housing Tax Credits and a letter detailing the prioritization process from the Housing Committee.


Councilmember Skaggs Move To Consider
Councilman Skaggs requested a motion to consider listing committee recommdation for the LIHTC projects by committee preference vs. alphbetical order.
Seconded by Councilmember Sharp

HOUSING COMMITTEE recommends "IMMEDIATE ADOPTION"
Shirley Winn, Director of Housing Department, gave a overview of the LIHTC recommended priorities which staff has submitted in order by score based on the developed scoring critiria. There was much discussion about the priorities and the best order to submit the list. Councilman Skaggs suggested and made a motion that the prioritizes be listed in alphabetical order. The motion was not approved and the list was complied according to score priorities.

Reducing an appropriation in the Capital Improvements Fund in the amount of $50,000.00 and appropriating it to an account in the Capital Improvements Fund for a project in the third Council District; reducing street resurfacing in the General Fund and reappropriating for street resurfacing in the Capital Improvements Fund; authorizing the Director of Finance to transfer expenditures to the Capital Improvements Fund; and recognizing an emergency.


HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Patrick Klein, explained that the ordinance before the committee was for expenditures for street resurfacing.
