Amending the General Development and Land Use Plan, Kansas City International Airport, as amended, by changing the land use designation from regional business and medium density residential uses to medium density residential uses for an approximately 67.19 acre tract of land generally located at the southeast corner of N.W. 128th Street and N.W. Ordinances 981391, 981399 and 981400 are companion ordinances. Steve Abbott, City Development gave an overview of ordinance 981391. Patty Noll, testified on behalf of ordinances 981399 and 981400 stating that the roofs on the units will require eaves. Jim Bowers, Attorney, stated that certain issues needed to be resolved. Mike Burke, Attorney, spoke in opposition of the project, stating that the project is inappropriate for the area. Mike Baker, resident, spoke against the project stating the project will be detrimental to the area and he 'd rather see single family homes instead of a trailer park. Several area residents spoke against the project. Committee recommended to hold ordinances 981391, 981399 and 981400 on the agenda for one week.

Approving a Community Unit Project on an approximately 13.19 acre tract of land generally located on the east side of N. Gower Drive, north of N.W. 66th Terrace. (12197-CUP-1)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Don Gustafson, City Development stated that he spoke with neighbors regarding the cul-d-sac. The applicant presented an alternate access to the north and south of the project. A revised plan was submitted. Jan Steele 6710 Mayview expressed concerns regarding archeological study and that the Line Creek corridor needs the overall FOCUS plan. Steve Mielky 6602 NW Daggett, expressed concerns of the project and gave reasons why he opposed the project. He stated that the project is a mix use of the Community Unit Project (CUP) concept because a CUP is design to benefit single family residents. In this particular case a CUP is a tool being use to place multi-family into single family zones. He also emphasized that a archeological study be done before the project is completed. Robert Shields, 6700 NW Waukomis Dr. resident opposes the project and prefers single family housing. There were other concerns expressed from area residents regarding flooding in the area. Councilman Ford stated that he would hate to see new residents move into the area not knowing about the flooding since there is a lot of flooding in the project area. A committee substitute was submitted.

Anglia Road, from District R-4-p (Low Apartment - Limited District) to District R-1a (One-Family Dwellings). (7269-P-2)

Eric Jensen, City Development testified on behalf of the ordinance. He stated that the reason for the project is to consider down zoning land due to failure to proceed with a development that has bee approved since 1985. Committee recommended approval of the ordnance.

RESOLUTION - Amending the Westport Planning Area Plan by amending the Proposed Land Use Plan and Map for an area generally located at the northwest corner of 39th Street and Central Avenue, by changing the recommended land uses from "multi-family residential uses, low density, and multi-family residential, medium density" to "retail uses".

John Eckardt, City Development gave an thorough overview of the ordinances and gave an explanation of the revision to the plan. Dan Cofran, Attorney, representing the applicant spoke in support of the project. Several area residents spoke in support and against the project indicating that the project is good for the area; also giving reasons for opposing the project , having concerns regarding traffic issues and parking in a residential area. A committee substitute was submitted on ordinances 990057 and 990156. Committee recommended approval of the ordinances.

Approving the development plan submitted by the 39th and Broadway Redevelopment Corporation on a tract of land of approximately 2.24 acres generally located at the northeast corner of 39th Street and Broadway Boulevard; declaring the area included in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; authorizing the Director of Finance to enter into a contract with the 39th and Broadway Redevelopment Corporation; authorizing certain tax abatement within the plan area; and authorizing the Mayor to issue a Certificate of Public Convenience and Necessity authorizing the 39th and Broadway Redevelopment Corporation to acquire certain property by the exercise of eminent domain.
