Amending Ordinance No. 960153 passed February 26, 1996, which authorized a contract with Haines-Stowers Construction Company, Inc., to construct a sanitary sewer in the vicinity of Missouri Highway 152 and I-35, and the Director of Public Works to expend money for the project, and also authorizing the assessment of costs against the benefiting properties in Sewer Districts Nos. 25007 through 25021, by repealing and reenacting Section 12 thereof and changing the number of annual installments.

Jim Mellum, Water Services, testified on behalf of this ordinance. The reason for this legislation is to repeal Section 12 of Ordinance No. 960153 and reenact new Section 12 of like subject matter. All other sections of this ordinance shall remain effective.

Authorizing traffic signal modifications at Charlotte and 12th and CBD Phase 2; reducing an appropriation in the amount of $151,764.00 in the Capital Improvements Fund; estimating revenue in the amount of $938,200.00 in the Capital Improvements Fund; appropriating the sum of $1,089,964.00 from the Unappropriated Fund Balance to various accounts in the Capital Improvements Fund; designating requisitioning authority; and authorizing the Director of Public Works to enter into a contract with James H. Drew.

Sam Akoola, Public Works, testified on behalf of this ordinance. Stan Harris, Public Works, was present to answer questions from the committee. This contract covers the streetlight installment of needed streetlights at Charlotte and 12th for project 89004230 and CBD Phase 2 for project 89004230. This ordinance will also estimate revenues and appropriate funds for the projects mentioned.

Authorizing the execution of Amendment No. 12 to the professional services contract between the City of Kansas City, Missouri and Ultra Electronics Airport Systems, Inc. at Kansas City International Airport and the expenditure of previously appropriated funds in an amount not to exceed $1,221,202.00.

Mark VanLoh, Aviation Department, testified on behalf of this ordinance. This amendment reduces Ultra’s scope of work and allows Kansas City’s IT Department to perform specific duties under the contract. This allows the City the flexibility to shift work to the IT Department where that is cost-effective, rather than be limited to using Ultra.

Condemning and taking private property in fee simple for the public purpose of constructing and improving Maplewoods Parkway and ancillary purposes, Project No. 7002340, from the north side of Barry Road northerly 1830 feet; acquiring additional rights of way and easements for construction purposes; providing for the payment of just compensation therefore; authorizing continued negotiations by the Director of City Development; consenting to the filing of the petition for condemnation by the City Attorney on behalf of the City; and authorizing the City Clerk to file this ordinance with the Recorder of Deeds in Clay County, Missouri.

Amending Chapter 64, Code of Ordinances, entitled “Streets, Sidewalks and Public Places” by repealing Section 64-243 and enacting in lieu thereof a new section of like number and subject matter for the purpose of requiring property owners to keep abutting sidewalks, curbing and guttering in good repair; and authorizing the imposition of special assessments upon the properties fronting and abutting any sidewalk, curbing and/or guttering that the Director of Public Works has caused to be repaired or reconstructed.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Jeff Martin, Public Works, testified on behalf of this ordinance. Stan Harris, Public Works, and Brian Rabineau, Law Department, was present to answer questions from the committee. This ordinance reestablishes the ability of the Director of Public Works to assess property owners for sidewalks, curbs, and driveway work.
