| 991176 (Sub.) | RESOLUTION - Supporting applications to the Mid-America Regional Council (MARC) and Missouri Department of Transportation (MoDOT) for 1999 TEA-21 Transportation Enhancement Funding.
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE" Sherry McIntyre, Public Works Department, stated that the purpose of the Transportation Enhancement Funding project is to received support for projects that are located within the city limits. The enhancement funds are based on federal highway legislation that requires 10% of the state surface transportation program, in which funding can be allocated towards enhancement programs. The review of city projects is under the control of Mid America Regional Council (MARC). MARC will review the applicants and define the amount of money that is available to the entire region with final approval through Missouri Department of Transportation. City staff have been working on compiling the applicants that are being proposed through the city. She explained in detailed each project that is being proposed.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE" John Eckardt, City Development, stated the purpose of the ordinance is to allow construction of 224 multi-family units to be completed in two phases. He went on to say that development of the area is difficult to some constraints: 1) severe topographic relief and heavy tree growth; 2) lack of basin infrastructure; 3) storm water issues with North Kansas City; 5) lack of an ability to connect into Clark Ferguson Drive in Phase I due to North Kansas City's opposition; 6) difficulty in crossing the North Kansas City Levee; 7) difficulty in using the existing city park system for detention lakes and bridges; 8) difficulty in constructing according to the conditions within the ordinance.
