| Annexing at the request of property owner Highland Oaks Development, Inc. through its president John C. Barth, approximately 8.3 acres generally located west of N.W. Mace Road between N.W. 76th Terrace (extended) and N.W. Belvidere Parkway (extended), in Platte County, Missouri; and directing the City Clerk to cause three certified copies of this ordinance to be filed with the Clerk of Platte County, and one certified copy of this ordinance to be filed with the Platte County Board of Election Commissioners, upon the effective date of this ordinance.

Virginia Walsh, City Development, gave an overview of the ordinances Ordinances 991063 and 991064 are companion cases. The ordinances will allow construction of 41, fourplex units. The project will be developed in two phases. The units will be 2 story and will also provide a 1 car attached garage.
Ora Reynolds, Hunt Midwest, applicant, spoke in support of the project and concurred with staff's recommendations.

John Eckardt, City Development stated the ordinance is for an "353" Redevelopment plan. The project is located south of 22nd Street, east of McGee Street and West of Gillham Rd. The purpose of the project is to add one floor to the office building making it eight stories. Approval of the ordinance will also correct the total square footage.
Committee recommended approval of the ordinance.

(Sub.) | RESOLUTION - Supporting applications to the Mid-America Regional Council (MARC) and Missouri Department of Transportation (MoDOT) for 1999 TEA-21 Transportation Enhancement Funding.
PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Sherry McIntyre, Public Works Department, stated that the purpose of the Transportation Enhancement Funding project is to received support for projects that are located within the city limits. The enhancement funds are based on federal highway legislation that requires 10% of the state surface transportation program, in which funding can be allocated towards enhancement programs. The review of city projects is under the control of Mid America Regional Council (MARC). MARC will review the applicants and define the amount of money that is available to the entire region with final approval through Missouri Department of Transportation. City staff have been working on compiling the applicants that are being proposed through the city. She explained in detailed each project that is being proposed.
Councilman Ford asked for testimony from representatives to report on each project. A committee substitute was submitted on the resolution.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
John Eckardt, City Development, stated the purpose of the ordinance is to allow construction of 224 multi-family units to be completed in two phases. He went on to say that development of the area is difficult to some constraints: 1) severe topographic relief and heavy tree growth; 2) lack of basin infrastructure; 3) storm water issues with North Kansas City; 5) lack of an ability to connect into Clark Ferguson Drive in Phase I due to North Kansas City's opposition; 6) difficulty in crossing the North Kansas City Levee; 7) difficulty in using the existing city park system for detention lakes and bridges; 8) difficulty in constructing according to the conditions within the ordinance.
Staff and City Plan Commission recommended approval.
