Accepting and approving a one-year $483,057.00 grant and agreement with the Missouri Department of Natural Resources to enable the City to continue with clean air compliance initiatives through the Air Pollution Control Program; and increasing revenue in the amount of $281,783.00 and appropriations in the amount of $5,911.00 in the Governmental Grants Fund.

Rex Archer, Health Department, testified on behalf of this ordinance. There was no public testimony. This ordinance will accept a grant from the Missouri Dept. of Natural Resources, in the amount of $483,057.

Authorizing the Acting Director of Neighborhood and Community Services to amend a contract with Legal Aid of Western Missouri to increase it by $48,900.00 for a total amount of $149,015.00 for provision of certain legal services.

This ordinance authorizes the Acting Director of Neighborhood and Community Services to accept a contract which will provide for legal services to neighborhood associations in dealing with problem properties in their neighborhoods.

Accepting and approving a ten-month $41,000.00 contract with the Missouri Department of Health and Senior Services that provides funding for the development and support of youth-based tobacco prevention initiatives; and increasing revenue and appropriations in the amount of $36,338.00 in the Governmental Grants Fund.

Rex Archer, Health Department, testified on behalf of this ordinance. There was no public testimony. This ordinance accepts a $41,000 contract with the Missouri Department of Health and Senior Services to develop and support programs that reduce and prevent smoking and tobacco use for a period beginning August 1, 2009 through May 31, 2010.

 There may be general discussion(s) on current Public Safety and Neighborhoods Committee issues. The Kansas City Police Department will give a presentation on CSTAR. Chief Corwin, Kansas City Police Department, introduced the bureau chiefs to the Committee. Wayne Stewart, Kansas City Police Department, introduced the presenters and walked the commitee through a powerpoint presentation of the CStar report. (A copy of of the presentation is on file in the City Clerk's Office.) Captain James Thomas, Captain Ribert McLees, Captain Donna Greenwell, Captain Natalina Ehlers and Captain Floyd Mitchell gave brief reports on parts of the powerpoint presentation and answered questions from the committee and Police Chief. Tony Todd described the Beyond The Cuffs Program which is totally funded by grants. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
