RESOLUTION - Approving an amendment to the Market Square Area Plan, being that part of Kansas City bounded by the Missouri River on the north, Bluff Drive on the west, 6th Street Trafficway (I-70) on the south and Locust Street Trafficway on the east, modifying the Land Use Plan and Map for an area of approximately 85 acres generally bounded by Broadway on the west, the Missouri River on the north, Walnut Street, 3rd Street and Grand Boulevard on the east and Independence Avenue on the south, to recommend "mixed use/residential, commercial, office, light industrial/warehouse" instead of "mixed use/residential, commercial, office" and "industrial, warehouse office". Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0379, rezoning an area of approximately 49 acres generally bounded by Independence Avenue on the south, 2nd Street on the north, Oak Street on the east and a private drive approximately 300 feet west of Wyandotte Street on the west, from Districts M-2a (Heavy Industry) and URD (Urban Redevelopment District) to District URD (Urban Redevelopment District), and approving a development plan for the same. Resolution 011285 and ordinance 011286 are related cases Larry Stice, City Planning & Development Department, testified on the ordinance. The proposal is for a new building of three to seven stories up to ninety residential units, to include a fitness center, outdoor pool and parking garage for 122 cars. Jim Bowers, attorney, stated that the applicant plans to rezone from M-2a (Heavy Industry) and URD (Urban Redevelopment District to District URD it will amend the zoning by adding several parcels.

Brian Pitts, City Development Department, gave an thorough overview of the ordinance. Staff and City Plan Commission recommended approval with certain conditions.

Adopting certain revisions to the Major Street Plan for Kansas City by amending the Major Street Plan and Appendix A - Major Street Inventory and adding an Appendix B to the Major Street Plan to add bicycle routes to the Plan and directing the City Clerk to file certain documents with the appropriate offices.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA"
Larry Frevert, Deputy Director of Public Works, discussed the city's future plans regarding the bicycle routes. The community's input is necessary. Funding still needs to be identified. The Mid America Regional Council (MARC) is building a starter route system. An agreement will soon come forth to the Council to implement the plan. Councilwoman Cooper, expressed concerns regarding the responsibility of maintenance. Several area residents and supporters testified in support of the bicycle routing system. Letters of support is on file in the City Clerk's office. Committee recommended to hold ordinance 011288 until October 24, 2001.

Vacating 26th Street from the easterly terminus of the right of way for Grand Boulevard to the east line of McGee Street Trafficway; Warwick Trafficway from a line parallel to and 15 feet north of the westerly prolongation of the south line of Lot 16, Block 1, Vanderventor Place, a subdivision in Kansas City, to the north line of 26th Street; McGee Street Trafficway from a line parallel to and 15 feet north of the easterly prolongation of the south line of Lot 32, Block 1, Vanderventor Place, a subdivision in Kansas City, to the northerly terminus of said McGee Street Trafficway. Ordinances 011370 and 011371 are related cases. Lee Dixson, Public Works Department, testified on the ordinance. A committee substitute was submitted for ordinance 011370. Staley Farms is a residential development located north of NE 100th Street, east of N. Woodland. The mylars for the plat has not been approved and he recommended that the ordinance be held for one week.
