Amending Chapter 12, Code of Ordinances, by repealing section 12-46, License and permit classifications and fees, and enacting in lieu thereof a new article of like number and subject matter which will adjust the cost of the background fee and make the licensing period of all adult entertainment businesses and adult live entertainment businesses the same.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "HOLD ON AGENDA (4/16/2008)"
David Parks, Neighborhood and Community Services, stated that this ordinance was to adjust the fees for adult entertainment license and background checks. Councilman Sharp asked what are the current fees. Mr. Parks was unable to answer explaining that he was filling in for staff from the liquor control department. The Committee voted to hold the ordinance and to request that the Liquor Control staff attend the up coming meeting to address questions and concerns from the Committee and the public.

Authorizing acceptance and approval of the Utilicare Funded Weatherization Assistance Grant from the Missouri Department of Natural Resources in the amount of $44,387.00; estimating revenues in the amount of $44,387.00 in the Special Housing Rehabilitation Fund for Home Weatherization-Utilicare grant; designating requisition authority; and recognizing an emergency.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Bob Jackson, Property Preservation, stated that the ordinance would allow an additional 35 homes to be upgraded or to address traditional weatherization, efficient water heaters and furnaces.

Amending Chapter 54, Code of Ordinances, by adding a new Article V, Secondary Metal Recyclers.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "HOLD OFF AGENDA"
Councilman Sharp and Councilman Sanders Brooke gave a brief update regarding the proposed ordinance regarding regulated metal recyclers. They stated that a entirely new ordinance will be submitted to the committee next week. Councilman Sharp suggested that this ordinance should be moved to the semi-annual docket. There was no further discussion and the item was held.
