Edgar Jordan, City Development, testified regarding companion ordinances 030929, 030932 and 030933. These ordinances authorize the City to accept Quit Claim Deeds for various properties. The properties are as follows: Coal Mine Rd. and 45th Street, Beacon Hill Redevelopment and 87th Street and Hwy 71.

The ordinance authorizes the Director of Finance to execute and deliver a deed conveying property in the Beacon Hill Redevelopment area to HEDFC. The City and HEDFC will enter into an agreement for the City to acquire property necessary for the Beacon Hill project and pursuant to the agreement it is now necessary to transfer title to the properties to HEDFC.

Accepting a Missouri Special Warranty Deed from Aventis Pharmaceuticals Inc., conveying to the City of Kansas City, Missouri, certain property in Jackson County, Missouri for public use for a maintenance facility for Public Works and directing the City Clerk to file same.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
The ordinance authorizes the City to accept a Special Warranty Deed for property located approximately at 87th St and HWY 71 to be used as a Public Works maintenance facility. The acceptance of the Special Warranty Deed is the culmination of this transaction in which the land and improvements for the maintenance facility will be accepted in exchange for two parcels of City owned land.

Virginia Walsh, City Development, stated that the ordinance would allow construction of emergency access to an existing building in the vicinity of 7th st, 8th St May St.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Dale Schulte of White Goss Bowers March Schulte & Weisenfels, explained that the ordinance would allow construction of a mixed use building of commercial and residential units. The former buildings that made use of the alley have been removed, and public traffic is carried by Wyandotte Ave. parallel and 90 feet to the east. There are no public of private utilities in the right of way, so the ordinance will not retain any utility easement. The applicant is the sole owner of abutting property and their consent has been obtained.

Dion Waldon, Public Works Department, testified explained the ordinance purpose and concerns of the staff. He stated that the developer had been cooperative and the concerns had been resolved. Staff recommended approval.

The ordinance approves the devolvement plan for the Union Hill Planning Area for an area of approximately 4.7 acres. The area is declared blighted, insanitary or undeveloped industrial area and has been designated for redevelopment. It would also approve the ad valorem tax benefits.

Providing for the exercise of the powers, functions, and duties of the Downtown Economic Stimulus Authority of Kansas City, Missouri under the provisions of Sections 99.915 to 99.980, RSMo, known as the Missouri Downtown and Rural Economic Stimulus Act, approved May 9, 2003 and requesting the Mayor to appoint Commissioners; recognizing the City Council continued role as the final decision-making body for approval of development projects; and affirming the requirement of Council approval for the Downtown Economic Stimulus Authority activities.
