Authorizing the City Manager to execute and implement an Agreement with the Missouri Department of Natural Resources and the Heartland Conservation Alliance, Inc., for the Municipal Farm Compensatory Groundwater Restoration Project, and a separate Cooperative Agreement with such Alliance, each of which agreements are for an initial term through and including December 31, 2023; and authorizing the Director of General Services Department to execute a conservation easement as a part of such Project, upon the initial installation of such groundwater restoration Project.

This ordinance authorizes the City Manager to execute and implement an agreement with the Missouri Department of Natural Resources, and the Heartland Conservation Alliance, for the Municipal Farm Compensatory Groundwater Restoration Project, the purpose is to asses damages and implement activities to restore, replace , or acquire the equivalent to injured resources by hazardous releases.

Authorizing the Director of Finance to accept a proposal of Banc of America Public Capital Corp (“BAPCC”) to finance the acquisition of Municipal Golf Course Equipment (“Equipment); authorizing the execution of any and all documents and agreements necessary for the financing; estimating revenue and appropriating $650,000.00 in Fund No. 3230, the Equipment Lease Capital Acquisition Fund; designating requisitioning authorities; authorizing the Director of Finance to close project accounts; approving Lease Counsel in connection with the transaction; declaring the intent of the City to reimburse itself from the lease purchase proceeds for certain expenditures; and recognizing this ordinance as having an accelerated effective date.

Krista Morrison. Parks and recreation Department, gave the staff report for this ordinance. This ordinance authorizes the Director of Finance to accept a proposal of Banc of America Public Capital Corp (“BAPCC”) to finance the acquisition of Municipal Golf Course Equipment. It also authorizes the execution of documents and agreements necessary for the financing. This is a four year term financing with an interest of 3.5% annual rate, this will replace 20% of maintenance equipment, primarily mowers.

Authorizing the Director of General Services to execute an Amended and Restated Ground Lease with Charlie’s House, Inc. for a period of forty years, with two 10-year renewal options, for a site located near 24th Street and Campbell Street on the Health Department campus, but recognizing the primacy of the continuing lease with Turn the Page KC, Inc., for the existing structure at 2401 Campbell St.

This is a safety demonstration house for parents with young children's.

RESOLUTION - Encouraging the American Jazz Museum to implement the three highest priorities listed in the American Jazz Museum Organizational Assessment Report; directing the City Manager to report to the Council within 60 days on progress; and directing the City Auditor to utilize the Audit Report Tracking System to report progress.

Councilman Reed gave the report for this ordinance. This ordinance encourages the American Jazz Museum (AJM). To implement the three highest priorities listed in the American Jazz Museum Organizational Assessment Report, with an inclusive strategic plan process that will develop an overall customer visitor experience.

 1. Discussion of Salary History Information in Employment Practices
 
 Doug Jones, City auditors office gave the presentation for this report. This report reviews how the city protects the employees and citizens personal information, the City collects and maintain personal identifiable information such as DOB, SSN, medical information and bank accounts information. This focus on determine whether the City is following practices recommended by the National Institute Standard of Technology.
