RESOLUTION - Directing the City Manager to create a Local Business Enterprise Program to assist those firms who qualify for the MBE/WBE Program but have exceeded the size standards and personal net worth limits to be considered a small business by providing business development support; and to convene a committee to make recommendations for the implementation of the program.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Mayor Pro Tem Scott Wagner and Phillip Yelder, from Human Resource Department testified on behalf of this resolution. This resolution recognizes that socially and economically disadvantaged firms continue to experience disparate treatment based on race and or sex after graduating from the City’s MBE-WBE program. The City also desires to remediate this disparate treatment by ensuring that those local firms that have previously met the criteria for certification as a minority or woman owned business, but have exceeded the SBA size standards and personal net worth standards, continue to have non-discriminatory access to city-funded and or incentivized contracts.

Authorizing a $1,913,217.00 construction contract with Rodriguez Mechanical Contractors, Inc., for the replacement of water mains in the area of Crystal Avenue to Greenwood Road, E. 103rd Terrace to Longview Road; authorizing a maximum expenditure of $2,100,000.00; and recognizing this ordinance as having an accelerated effective date.

Matt Bond, Kelly Finn and Terry Thomas from water services gave a brief overview of the ordinances. The purpose of this ordinance is to improve the distribution systems reliability, increase hydraulic conveyance capacity, and support fire protection.

Authorizing a $1,315,989.00 construction contract with Blue Nile Contractors, Inc., for the replacement of water mains in the area of Northern Avenue to Lee’s Summit Road, E. 49th Street to E. 62nd Street; authorizing a maximum expenditure of $1,447,587.90; and recognizing this ordinance as having an accelerated effective date.

 City Manager's Office-Smart Sewer Program

Authorizing a $39,285,000.00 construction contract with Goodwin Bros. Construction Co. for the Westside Facility Plan project; authorizing a maximum expenditure of $43,200,000.00; and recognizing this ordinance as having an accelerated effective date.

Andy Shively and Blake Anderson from the City Manager's Office testified that the City of Kansas City, Missouri entered into a Consent Decree with the United States Environmental Protection Agency (EPA) to reduce the volume and frequency of overflows from the City's sewer system. This project consists of construction of new facilities, structures and improvements to increase the wet weather treatment capacity at the Westside Wastewater Treatment Plant.

 1.There will be discussion on Ordinance 180535, As Amended.
 
 Councilman Jermaine Reed gave the opening summary. There was testimony from Mayor Pro Tem Scott Wagner, Dustin Johnson, law department and Phillip Yelder, Human Resource Department on the Ordinance 180535, As amended. Wesley Fields from Bryan Cave Leighton Paisner, Law Firm gave an overview that the amendment lacked the continuity of the good faith effort determination. Further amendments were recommended.
 
 2. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.
 
 3.
