Authorizing execution of a Safe Routes to School Program Agreement with the Missouri Highway and Transportation Commission to assist in construction of a sidewalk from the intersection of Highland Avenue and Vivion Road to the intersection of NE 48th Street and Antioch Road; estimating and appropriating revenues; designating requisitioning authority; and recognizing an emergency.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Stan Harris, Public Works, explained that the ordinance before the committee would allow the construction of sidewalks near the Northgate Middle School. The cost of the construction is $250.000.00 from the "Safe Routes to School Grant" that the City received to pay for the improvements. Having the sideways in place promotes the use of alternative forms of transportation and thereby aiding in the effort to conserve energy and reduce greenhouse gas emissions. this helps contribute to making more sustainable Kansas City.

Authorizing an $800,000.00 contract with HDR Engineering, Inc., for Project No. 89008148 – NW 72nd Extension and Waukomis Drive/Green Hills Road; authorizing the City Manager to expend $800,000.00 for the contract; and recognizing an emergency.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Pat Klein and James Wong, Capital Projects Department, were present and testified that the ordinance was for the extension of Waukomis Drive/Green Hills Road projects. The project would improve the flow of traffic. It adds improvements to grading, paving, curbs,gutters, driveways, drainage, street lights, water lines, sanity sewer relocation and green solutions.

Authorizing the Director of Water Services Department to enter into a $5,000,000.00 contract with J. M. Fahey Construction Company, Contract No. 11012, Citywide Asphalt and Concrete Repairs Renewal 1; authorizing the Director of Water Services to expend $5,000,000.00 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Terry Leeds, Water Services, stated that the ordinance allow a three year contract with J.M. Fahey construction for repairs to concrete and asphalt to streets, roads, sanity and stormwater detention in Cass, Clay, Platte and Jackson County. the estimated cost is not to exceed $271,000.00. The projects are needed to expedite the removal of street plates, improve traffic flow to save Kansas City drivers time and wear on vehicles.

Authorizing the Director of the Capital Projects Department to enter into an agreement with the Missouri Highways and Transportation Commission for the abolishment (demolition) of the 83rd Street Bridge over the Kansas City Southern Railway railroad tracks.

Pat Klein and Damon Hodges, Capital Improvements Department, were present and testified on the ordinance that they explained would allow an agreement for the abolishment of Public Highway/Rail Grade Crossing with Missouri Highways and Transportation Commission for the purpose of demolishing a bridge located on a section of 83rd Street.

Authorizing the Director of Water Services to enter into a $759,652.00 contract with Heritage Environmental North America, LLC, for Project No. EV1158, Household Hazardous Waste Services and Facility Maintenance; authorizing the Director of Water Services to expend $759,652.00 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Terry Leeds and Shawn Hernedez, Water Services, testified that the ordinance before the committee would reduce hazardous waste in our water sources. Heritage Environmental North America, LLC would run the operation of hazardous waste pick ups and disposal. The contract provides comprehensive services that include, staffing of the public access and operation of area mobile event collections, product reuse, waste management, customer service and emergency response services.

Authorizing the Director of Public Works to execute a $335,600.00 contract with Pyramid Excavation & Construction Company for the adjustment of street manholes; authorizing the expenditure of funds in the amount of $335,600.00; and authorizing the Director of Public Works to execute change orders upon the City Manager’s approval.

 1. There may be general discussion of Transportation and Infrastructure Committee issues.

Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; (4) sealed bids or proposals, pursuant to subsection 12; and/or (5) negotiations with employee groups, pursuant to subsection 9.
