Approving an amendment to a previously approved development plan in District GP-1 (General Industry) on approximately a 39.4 acre tract of land generally located on the west side of N.W. Prairie View Road, south of N.W. Tiffany Springs Road, east of N. Congress Avenue, and on the north side of N. Donovan Drive, for the purpose of deleting an approximately 2.5 acre tract of land from said development plan. (5935-GP-10)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Ordinances 021404 and 021405 are related cases. Virginia Walsh, City Development Department, stated that ordinance 021404 will rezone 39.4 acres located on the west side of N.W. Prairie View Road, south of N.W. Tiffany Springs Road, east of N. Congress Avenue and on the north and south sides of N. Donovan Dr. The purpose of this ordinance is to delete 4.9 acres to allow for a proposed auto dealership with sales and service. Ordinance 021405 will rezone 12.44 acres on the west side of N.W. Prairie View Road and north & south of Tiffany Springs Road to permit development of two auto dealerships. Councilman Ford stated that the projects are good for the area. Mike Burke, attorney, concurred with staff's recommendations.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0450, rezoning an area of approximately 12.56 acres generally located on the west side of N.W. Prairie View Road and on the north and south sides of Tiffany Springs Road from Districts GP-1 (General Industry), GP-3 (Regional Business) and GP-7 (Agricultural and Low Density Residential Uses) to District GP-3 (Regional Business), and approving a development plan for the same. PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Tim Parks, City Development Department, gave a briefing of the ordinance. He stated, that the purpose for the rezoning is to rezone from District RA (agricultural) to District M-1p (light Industrial, limited district) and to approve a preliminary plan for two surface parking lots and a monument sign. City Development staff & City Plan Commission recommended approval. Bob Campbell, applicant, agreement with staff's recommendations.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Planning & Development Department, stated, the vacation ordinance will vacate the north/south alley west of McGee Street between 10th & 11th Street. This will allow redevelopment of a new parking structure and mid-block landscaped walkway connecting McGee Street with Grand Avenue.

RESOLUTION - Approving the preparation and submission of an application to the United States Environmental Protection Agency (EPA) in accordance with the Comprehensive Environmental Response, Compensation and Liability Act of 1980, as amended, for a Brownfield Site Characterization and Assessment Grant, Brownfield Revolving Loan Fund Grant and Brownfield Remediation Grant.

Gabriel Okafor, City Planning & Development, gave a overview of the resolution. Committee recommended approval.

RESOLUTION - Declaring the City support for the private development of a nine acre parcel owned by the Housing Authority in the Columbus Park area, and encouraging the Housing Authority to sell the property to the City to facilitate its development.

Councilman Ford stated that the Mayor has requested that the ordinance be held until a meeting regarding the ordinance is held.

Approving and designating Redevelopment Project Area 4 of the River Market Tax Increment Financing Plan as a Redevelopment Project and adopting tax increment financing therein.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Ordinance 991560 and 991564 are related cases. Tim Colon, TIF Commission, stated that the redevelopment area includes approximately 134 acres bounded by the Missouri River on the north, ASB Bridge on the east, I-70 on the south and Broadway on the west. Project 4 is one of a series of projects included in the River Market TIF plan. Project 8 provides for the deposition into the River Market special allocation fund. These revenues will be used to reimburse eligible project costs projected for under the River Market TIF plan.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Councilman Ford stated that he had some concerns regarding the broadness in the language. Galen Beaufort, City Attorney, explained to the committee the purpose of the ordinance and the changes that were made in the committee substitute.
