Approving the preliminary plat of Higgins Heights, 2nd Plat, on approximately a 25.68 acre tract of land generally located at the southeast corner of Missouri 150 and Kelly Road. (SD 1074)

Approving an amendment to a previously approved Community Unit Project on an approximately 203.08 acre tract of land generally located in the southeast corner of the intersection of N.E. Reinking Road and Missouri Highway 291. (11931-CUP-5)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Peter Schlesinger, City Planning, testified regarding and amendment to a previously approved Community Unit project near NE Reinking Road and 291 HWY approximately 300 Acres. He shared photos/rendering of the area. The amendment would effect a small north portion allowing patio homes. It is now propose to allow and church, education wing and gym. Additionally there would be site improvements soccer fields, gardens and parking. Councilman Fairfield asked about development shown on drawn and asked had the construction begun or was it completed. Ronald Berry, applicant, stated that the construction had not been built. Peter stated that the details of the barrier between the church and the residential area would be presented at a later date but before phase 3 of the current project for the committee so that it would not have a negative impact on the residential property and storm water run off/ dentetion would also be detailed at that time. Ronald Berry, applicant expressed excitement for his 300 members on beginning the project that would be the churches pernmenant homes.

RESOLUTION - Approving an amendment to the Little Blue Valley Area Plan by modifying the Land Use Plan and Map for an area of approximately 3 acres generally located on the west side of Lee Summit Road, approximately 1,600 feet north of Little Blue Road to recommend low density residential uses instead of large lot residential uses. (406-S-12)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Peter Schlesinger, stated that this ordinance, 040294 and 040202-040204 were all related to the Little Blue Valley Area Plan. The ordinances would modify the plans land use from Large lot residential to low density residential. Additionally there would be a change in zoning from RA to R-1A one family dwelling. These ordinance are essentially a house cleaning measure. Correcting zoning, land use, and a typing error that reversed the intented land use.

Travis Kiefer, Public Works, explained the monthly easements ordinances for Jackson, Clay and Platte Counties, these are routine ordinances done on a monthly basis to accept easements that have already been check and found acceptable by the Public Works department.

Approving the Second Amendment to the Development Plan submitted by the Bishop Spencer Place Redevelopment Corporation on a tract of land of approximately 7.4 acres generally located south of 43rd Street, north of 44th Street, east of Madison Avenue and west of Jefferson Street; declaring additional land as a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; and authorizing the Director of finance to enter into a second supplementary contract with Bishop Spencer Place Redevelopment Corporation to implement the Second Amendment to the Redevelopment Plan for Bishop Spencer Place.

Stan Counts, EDC, explained that this ordinance and its companions were an attempt use the TIF in the area of 43rd St and Main. Councilwoman Cooper asked for clarification and what had been accomplised with this plan. Staff from EDC, stated that improvements to H&R Block and Joe Joe's.

Councilman Nash asked if there was anything new that would need to be addressed with this ordinance that is known as the Taos Restraurant improvements. The owner has agreed to add barrier and to install additional storm water dentetion. Councilwoman Cooper stated that she had reviewed the area during the rain and believed that the problem had been addressed. Councilman Glover said that he to believed that a good comprimise had been reached for all concerned. Wilma Hadguard, resident, addressed her concerns that water was going on to her property as well as other neighbors (the Hubbards). Additionally she was concerned about the applicant building a parking lot in residential area.

Approving a General Development Plan for the East Downtown Planning Area for an area approximately 24.28 acres generally bounded by 6th Street & Admiral Boulevard on the north, Cherry Street on the west, 11th Street on the south, and Interstate 70 (I-70) right-of-way on the east; declaring the area included in such plan to be a blighted, insanitary or undeveloped industrial area and its redevelopment necessary; and approving the ad valorem tax benefits.

Larry Stice, stated that the name of the plan is East Downtown Planning Area not Downtown East. He added that its a small difference but an important one and he has requested that the law department make the appropriate change. He descripted the area as blighted and part of PIEA. Councilman Nash expressed concern about the designation. Al Figuley, PIEA, stated that it was the intend of PIEA to restrict tax abatement to worthy applicant. Councilwoman Cooper, stated that she would like to see some housing in this area and that she agrees with the plan. Steve Hammilton, Stinson law firm, representative for Bill Bank owner of the University Towers.
 
 There will be a Closed Session to discuss a Real Estate Transaction pursuant to RSMo 610.021(2).
